He advocated his amendment because be believed many of the evils in this Disi gTeW Out Of thé fact that the 18 Were not permitted to control their own affairs. He thought the right of self-govera- ment should pot be denied to tue people here in this Centennial year. r. Hoar (Mass.) called attention to the fact that under the Constitution ail legisia- lve power over the District was couferred upon Congress. Mr. Lawrence (Ohio) said that In all the states there were legislative assemblies which made laws for the states, and yet cer- tain powers were delegated to cities and towns which enabled them tooxercise polios and otber powers; and that shouid be done here. The people of the District should be ptrinitted to control their own affairs by their votes. Mr. ‘gued that there was no au- thority to confer this power on the District. The people of the District were irresponsible, and when they came here they were aware that they were deprived of certain rights be- cause tue exigencies of the government re- quired it. Ifthe District was 100, large for federal purposes let it be ceded back to Maryland, as @ portion had been cetet back to Virginia. Batdonot do that which the Constitution forbids. He believed that the only way to govern the District properly was to appointa cormomission to take charge of the different branches, who should be respon- sible for their acts to the President. Uovter any other system there would be the same frauds and scandals which had heretofore characterized the government bere. The amendment of Mr. Willard was re- jected. : The committee then arose, and the bills were reported to the House. When the bill in relation to the govera- was taken up.
