WASHINGTON: --Jane 20, 1876. Average Daily Circulation over 15,000,—being more than three times that of any other daily paper in Washington. The late message of the President to Con- gress, representing the embarrassei condi- tion of the government will be in after the 20th instant, in case the appropriation bills Row before that body are not passed by that time, has had the effect to call the general attention of the press to the serious condl- tion of affairs. The President has been crit- leized for informing Congress of what it was Supposed to be fully aware, aud yet the fatr- ness of such criticism will be doubted by maby who hold thatin making an appeal for an agreement on important messures, @td poluting out the precise manner in Which the government would suffer if some @djustment was not reached before the end Of the Oseal year, he did nothing more than bis duty as Chief Execative. Had he omit- ted to nena this message, !t fs not at all un- Ukely that his failure todo so woald have been very severely animadvertea upon in case of a deadlock over the end of the fiscal year, by the very same persous who now criticize, what they style bis extra officious, bess. The Senate has taken a position in the Maatter from which it can hardly recede, its ground being tat the laws on the statute books cre#ting offices and providing for them must be observed, and that no legislation ean be injected Into appropriation bills. As there appears nO prospeci of an agreement between tue two houses before July ist, the Only course see: 1s to be to adopt the sugges- tion of the President to the effect that the Sppropriation bills of last year, (covering the present Gseal year,) corresponding with those not passed by June 30th, be extended to the next fiseal year, or until some adjust- ment may bs had. to Gen. Comiy, of the Onto 5! to any ciher man. He was the first toset the Hayes bali in motion, and he has advocated his nomination with great tact, good temper, ness; making no enemies for his securing the goot will of all the contending *<ptrants. The backers of Bris- tow, journa’!sticand otherwise, on the other band, put ou snch insufferable airs of arro- gance and snperdne rectitude, assuming that their can ‘ate was the only honest maa tn the field, si theonly man the republican party could elect, that they created a posi- tive ill-will against thelr man, and destroyed all chance of bis gaining support beyond his own immediate following. ——_~re —___ Park Comunissioner Smith complains bit- terly of the wanton injury done to the trees &nd sbrubbery throughout the city by mali clous or thoughtless persons, and he assures ‘Us, a8 we already well knew, that in addi- ton to the annoyance and trouble tnflicte! upon the public authorities and private citi- zens by this abuse, the expense in money necessary to replace the articles so injured or destroyed 1s very considerable. It seems Strange, in the face of the very stringent law On the subject, and in spite of the light in Which such transactions ought to be held by all right thinking persons, that any one should be found willing to wantonly do any- thing to detract from the beanty of public &nd private grounds in the city. Yet that we have such vandals among us nearly every morning furnishes the most convinc- ing proof. And the most humiliating part Of the business ig the fact that very few, if any, of the offenders are ever arrested or punished. Why this is so we cannot tell. Either the thieves are unusually vigilant or the police foree must be reprehensibly neg- ligent, or perhaps consider the breaking of branches, ete., an offence too slight for Botice. Buteither way, the practice ought to be broken up, and at once, and we trast that, if the potice force are from any cause Unequal to the duty, private citizens will Cousider themselves. for the time being police officers, aud take into custody and march off to the station houseany one caugot In the act of stealing, destroying or lojaring anything in the way of trees, shrubbery or flowers. 22 -___ Tammany ! is going to St. Louis In toree to beat Tilden. The Tammany delegates and backers to the number of five or six hundred Will start for St. Lonis oa Friday. It is Stated also by the World that “prominent democrats throughout the state who are opposed to (he nomination of Mr. Tilden Will meet at Albany. Rochester and Buffalo to-morrow, and will reach St. Louis on Saturday.” It is quite apparent that a good many New York democrats wil! be on hand @t St. Louis to Enife Tilden. +o The health reports of the ‘large cities begin to show an alarming increase in the death rate, the increase being main- ly due to choler’ infantam. In Baltimore, for instance, for the week eading on the 10th of June, the number of deaths was 135; for last week it was 22s, while for the correspond- ing week in 1575 the total was but 143. Of the total 23 dying last week, 140 were small children. most of them uader one year of age. Physicians ascribe the d se in the main to impure air, filthy surroundings, and improper nourishment; in New York, where the disease was alarmingly prevalent last year, it was under exactly such con:ti- tions that four-fifths of the mortality took Place. Many of the cases were directly traced to the impure milk sold by venders, this eulterated stuif being the prinetpal Gilet of the Infants which were attacked with the disease. —____-~ee-___ Among the more interesting features of the Centennial exhibition ts the educational exhibits of the United States and ilidferent foreign countries. The representation lacks Classification at present, bat on the whole is Said to be superior to that made at aay for- mer international exhtbitiou. —————— General Hayes was tendered a nomination for Congress in isé4, and bis auswer was: “Than I have other business just now. Aby man who would leaye the army at this time to eleciioneer for Congress ought to be Sealped.” This answer is likely to become famous as 4 campalg™ er: ——_-+-e- —__ The N. Y. Sun having fatied to run the Cincinnati Couventica now undertakes to teil the democrats what they mustdo at St. Louls. It acmon!shes them toatjif they re- Ject Tliden “it will ce the defeat of the only distinctively reform candidate, and the pub- He will take it as the trinmph of thieves and public plunderers.” The Sun also alleges (per Washington correspontence) that Tom Scott is trying to get Haucock nominated st St. Louis im order that the democracy may be defeated. So the Sun 13 evidently gelpg to throw all its weight in favor of Tilden. But tt will be sad if vetther party takes its advice. ae The District republicans gave the Haycs and Wheeler teket a goo! send-off last night.
