Dr. McFarland said the most excesatve dill- gence and care would not prevent the intro- Guetion of vermin im an asylum. They creep into an institution unsuspected and undis- covered. His rule is that all patients shall be bathed twice a week, and when suspected of having vermin on them they are carefally Inspected. a that there shpuld be large farms attached to every asylum, so as te get the dairy products. Several years ago the practice was to require no patients todo out-Joor work unless they desi to do It, but of jate the practice bas changed. Open air labor Is the very best agency of heaith; itis better than checkers, or billiard play- ing, or book reading. When patients are physically well enough they should be in- duced to do some work, not only as recuper- ative for the body. but as a mental stimu- Jant. An acre of land for every patient in an asylum ts not too much. By Judge Boone:--Took charge of the Jack sonviile asylum in June, i855. Was relieved voluntarily. There was no difficulty be- tween the trustees and himself. Was not re- juested or forced to resign. Retired in 1870. }o not recollect whether young Van Kewan Was received as an indigent or pay patient. The lowest rate is #150 per week, and few are chargeg more than #5 per week at the state asylum. Incurable patients were not received unless for special reasons. This witness was cross-examined at great length in regard to his reasons for turning out the patient Van Kewan from the state asyirm, and also in regard to his ideas of the management of an insane asylum. He thought that 60 per cent. of all male patients should be required to work at manual labor. Do not think that they should be forced to Work in the hot sunorrain. Dr. McFarland admitted that he was charged with abusing patients; that they were covered with ver- min, &e., In 1566, and thet he was investi- | gated, and that the report of the committee on his case and management was condemna- | tory. The committee reported that the charges were sustained. v. Oglesby set the charges aside, and continued him in charge of the asylum. He remained there until 1870, when he resigned. The investiga- tion of the asylum was made by a committee appointed by the Illinois legislature. he committee then adjourned until to- morrow mornirg. =) Se Tue Fire DEPARTMENT.—The Board of Fire Commissioners met last night; present, Messrs, Morgan, (president,) Reed, (secre- tary,) Tait, on, Thomas, and Collins; | Chief Eogineer Cronin and Assistant Eogi- neer Drew.
