Persons leaving the city may have THE STAR sent to thew address by mail, postage prepaid, ‘We observe that some of the newspapers of the country which are in the habit of claiming @ good deal larger circulation than ‘they actually possess are finding fault with the figures given in some instinces in Row- lis Newspaper Directory for the current year, recently published, and some of them 0 £0 far as to intimate that this alleged want of correetness is the result of unworthy Motives on the part of the publishers of that Work. Now we are in no wise called upon to defend Messrs. Rowell & Co., who are @bundantly able to take care of themselves, &nd also, we may add, generally ready and Willirg to give good reasons for what they do. It is only just, however, to the adver- tisers of the country, who have a right to know whether they are getting or are likely to get what they pay for when they insert | an adverti:ement in a given newspaper,— that is, the promised publicity for their an- nouncements,—that we should say that there are the best of reasons for believing that as @rule the circulation which theze gentlemen set down to the various periodicals of the country is substantially correct, or at least not usually understated. And it will be found, too, in a majority of cases. if not in every instance, that where such circulation is not correctly stated the fault lies with the publishers of the pipsrs themselves, rather than with the« »mpiler of the offend- ing Directory. The pubd!'shers of the latter Work have their own repatat'on for honesty and fair dealing, as well as the interests of their patrons, at stake in the issue. If they ‘Were actuated by ro higher motive, that of self-interest alone would demand that the tmformation they collect and publish should be correct and reliable. Without the good Will of both newspaper publishers and adver- tisers their busivess would dry up com- pletely in less than six months’ fime; and ‘that go | will they cannot have if they wil- fully pervert the truth or allow their preju- dices to control the conduct of their busi- ness. Assuming that this mach will be conceded by any fair-minded business man, it only remains to ascertain what means the pud- Lishers of the D'rectory in question have for learning the truth in regard to newspaper circulations, and to what extent these means are employed. To begin with, their longand intimate connections with and their gen- ral knowledge of the publishing business of the country enable them to form a pretty accurate estimate of the circulation of mearly every paper, and to tell with aneract. ness that is both suprising and discouraging t the conscienceless boasters the difference between the circulation they claim and that which tney actually possess. But they ¢o not rely alone on the information ob- tained in the usual course of business. They give toevery newspaper the privilege of tell- ing its own story. It follower, therefore, that wherever a newspeper complains that its circulation is “understated its publisher has either failed to Yurnish the information asked for or has been unabie to substantiate his windy state- ment when called upon todoso. That is all ‘there is of it; and mean insinrations as to ‘unworthy motives on the partof the pub- lshers of the Directory will not alter the facts, nor be likely to misiead the pubdlic in the premises. Unquestionably Messrr. Rowell & Co. have @ right to publish a Newspaper Directory of the country if they chooze to do so. It ts alike their duty and their interest, as it should be their ambition, to make it as com- plete and correct tu every particular as it 1s possible to make It; and, so far as we can Judge, they take every practicable stsp to this end. Where a newspaper objects to stating its circulation at all, ‘hat fact is Stated In the Directory; where one furnishes its own figures and is willing to substantiate them, if required, they are used in it; wnece one furnishes figures that are manifestly false, or does not furnish any at all, the com- Piler relies upon such other means as he may have forgetting at the truth of the matter, and makes his publication accordingly. To this course no fair-dealing newspap>r, no one that is willing to give a dol'ar’s worth for every dollar it receives, is likely t> ob it will be found, on the other hand, those who set up & how! about it are generally those that obtain a prevarious ‘@xistence by uniting a sort of unindictable Diack.mailing business to the practice of obtaining money under false pretences,— ‘Ways find it to their interest to present a efiant ‘rout and turn a deaf ear.
