Tur CoAL DirFicuLties.—There is very little coal at present being shipped by the canal, aud it is feared that the canal men and others interested tn the coal trade are going to have arough time of it. The facts in the case are these: The Maryland legisla- lure @t its last session passed a bill reducin the tolls on coal over the Cumberland Peo lvania Railroad one cent per ton per mile. Before the bill had taken effect tne said railroad was conveyed to the Consolida- tion Coal Company, and was by them trans- ferred to the Cumberland and Piedmont Raliroad. It is said tbe transfer is only nominal, ard that the Consolidation Coal Company owns most of the stock. An act Amending the bill referred to, to prevent steb transfers, was passed by the last legis- lature, but is expost facto to them. Hence | they can keep the rate of tolls as in force | prior to the act. The American Coal Com- pany and the new Central and Maryland have petitioned the Governor to Instruct the Attomey General to tnquire into the validity of the transfer and of the action of the road nadhering to the old rates.
