Tne attention of ihe public is Invited to | ‘the following figures showing the sworn cir- | culation of THs EvEenIna STAR on the | dates named—a circulation believed by com- potent judges to be fully four times ax large as that of any other daily paper in Washington: The Government of the District. In resuming to-day consideraiion of the question of a government for this District, ‘which has so far proved to be prolific of sug- | gestive and incidental remarks, it is thought ‘well to quote from the report of the com- mittee of the last Congress that framed the bill which came to be Known as the Morrill bill. That committee adoptad these views «The acquisition of this District, conceived in @ supposed public necessity, suggested by & humiliating experience of the Congress of the Confederacy, its wisdom aitirmed by kindred events in our recent history, should, it is submitted, be maintained intact by the body in which the Constitution vested the exclusive power. The proportion of expendi- tures which should be borne by the Ualt States and the citizens and resident prop holders, is @ proposition not deemed sus ceptible of exact determination; nor does it, in the views taken by your committee, become important. These, not to repeat, | - Becessarily impose on Congress the duty or) { making provision for needful expenditures, as well «s for their supervision, as for F other branches of the public service. And, again, “The committee recommend, as best calculated to avold a repetition of the €rrors and shortcomings of the past, and to Promote the interests of a!l who are, or may be, in any way coanected or associated with | the national capital ta the fature, that Con- | grees exercise that exclusive legislation | over the District with which itis invested by the Constitution, and provide for the | general superintendence of its affairs and the | 6 enforcement of the laws through officers and | fh agents directly amenable to the supreme ex- ecutive anthority of the United States.” Mr. Hendee, in the modifications of that | bill, has in nothing changed its conformity to the foregoing views. Chapter firstof this Dill establishes the District as a department of the government of the United States, and defines its statas. The second chapter creates # board of control,a council, to consist of three members, to be appointed for fixed periods, by the Presi‘tent of the United States, and copfirmed by the Senate. That ts, there are to be three wficers of the United States, | Uirectly amenable to the suprene executive au shorty. Just here may be a proper place to suggest that these officers should be selected from among citizens of the District; hav ing Bo volce tn the selection we might | expect them to have sympathies and interests in harmony with our own. The president of this board so appointed ts | to be the chief executive officer of the depart- | ment, and by virtue of being president of the Council “sbail have the title ot Gov- ernor of the District of Columbia;” yet, it Will be observed, the bill is so well guarded tuat he is nowhere mentioned, except in con- nection with warrants, iudependently of the | Council. He is to execute under the Council asacontrolling body. The Senate, in con- sidering the Morrill bill, rejected the appro- priate title of regents. adopting that of com missioners, dotvg thereby more credit to its Preéjucices than to its sense of fitness. Mr. Hendee has doubtless adopted the title of council in cousequence of that action, and the plan of a chief execative removes, we think, the objection that a council is not an administrative body. Provisions are made for appointment by the Council for fixe: Periods, to be removed only for cause, of all officers of the proposed government. The minuteness of detail of the original is swept away, but the fundamental principles are retained. Appointments, theoretically at Jeast, are not to be political, but made “im reference only to personal fitness’: The power of adopting ordinances for municipal purposes, is a very broad one, butis, we submit, a very necessary one. Experience bas shown the need for such an a@uthority outside of Congress. These ordl- naneces are to conform to the scope of exist- ing laws, or of the powers conferred by the bill iteelf, and the Supreme Court of the District is empowered on appea! made by a party directly affected aa ordinance of the Coune!l todecide whether such ordinance is justified by law. What these powers of the Council are in this respect will be best discovered by reference to the chapter relat- ing to eaca subdivision or bureaa of the de- partment ia which their powers are declared to be all such ire conferred by law, or properly belong to the functions of each par ticular bureau. Thus, in the case of the po- lice and Gre boards, we peresive that the one is endowed with all the powers belonging to @ police department, and the other has fall powers in respect to all matters pertaining to extinguishing fires and preventioa of fires. Now in this last clause would ba em- braced such matters as storage of inflamma- ble or explosive materials, or the erection of machinery deemed unsafe in respect of fires from any cause. Agalu, the powers of the superintendent of butidings are such that the Counc!! can promulgate suitable ordl pances respecting building regulations, &c. From the foregoing it will be seen that the Powers of the Council! are ample for munici- pal purposes and such as to remove the necessity of continuous appeals to Congress touching such matters. Tae third chapter relates to the organization of the department. Those bureaus, which | do not require a professional expert in their management, have each a board of three | members at the head. The number of each, and the manner of executing authority are | Points ertirely in barmony with and con- Jorm ing to those prescribed for the Council. In summing up the pay roll, @s designated for the officers mentioned to this bill, and comparing them with those ‘actually now to be paid, we flad that there is @ saving of at least £15,000 per year to arise in that way. The secret of bow much he receives in this way is his own, and it is to be presumed he will keep it.
