In response to questions by Mr. Blaine, Mr. Tucker, in the course of his remarks, made a rather curt reply that the gentleman again showed that be was no lawyer. At the conclusion of his remarks Mr. Blaine rose and said the gentleman had taken occasion to twit him upon being no lawyer. He thanked God that he was not a lawyer trained in the same school with the geatie- man from Virginia, who, as attoraey gen- eral of the state of Virginia, gave an opinion that the local authorities could take posses- sion of the United States mails. He thanket God he was not such @ lawyer. He thanked God farther that he had not been tratved in the school which the gentieman represented with great abllity—the great state-rignts school, derived from Jefferson and other Vir ginia Statesmen, And yet he could stand bere to day to maintain that the House pos- sessed @ power possessed by no other branc’s of the iiovemninenh, to commit a prisoner Without the possibility of @ revision of iis act. Jefferson bad said in a letter that our Government was so constructed that that absolute power never rested anywhere. No department was absolute. The President's velo and the Supreme Court decisions were among the bighest, yet provision was made for their reversal. The gentleman says this House has the power to take any 0a any pretense, and imprison them at the will of the House, and there is no redress. I thank God again that I bave not learned law in that school. (Appl se.) Mr. Tucker said that what the gentleman bad taken as 8 fling, in reply toan under- toned and conversational discussion, was not intended as offensive.
