The attention of the public is invited to the following figures showing the sworn cir- culation of THE EVENING STAR on the | dates named—a circulation believed by com- | petent judges to be fully four times as large as that of any other daily paper in Washington: Monday, April “ -Editor. | | | | It is @ propesition now quite well enough established that any material re- duction of ratload fares is always followed by @ large increase of travel. The railroad | companies centering in Philadelphia have | agreed to reduce their fares twenty-five per | cent. which is not enough, considering the | bard times and the inability of thousands who desire to visit the great exhibition to pay even the reduced rates. A special cor- respondent of the New York World who is now in Philadelphia looking over the situa- tion demonstrates very conclusively that the concession name on the part of the rail- road companies is wholly inadequate to the cecasion, suicidal on the part of the rail- fearfully detrimenta! to the big he same correspondent says that in t trips north and west he took pains to inquire of botel- keepers, railroad agents, and others, how many people were going to the Centennial, and almost invartably the answer was,“ Well, it depends a good deal on bow much it costs. Pe can't afford to use much money just now outside of their own family expenses. If the railroads put down their fares low enough, and folks are sure of not being swindled at Philadelphia, a good many will go. If not, they'll stay at home.” As there are very strong premoni- tory symptoms that visitors will beswindied, it behooves the citizens of Philadelphia and roads, ar the Centennial authorities to take immediate | 4 Steps to prevent strangers from being vic- | Umized by rapacious hotel-keepers. If the | impression once becomes general that exorbi- | tant prices are to prevail the result will be | greatiy detrimental to the interests of Phila- | celphia ard the exhibition. os The fact that the impeachment managers | asked for time to make replication to the demurrer entered by Belknap’s counsel to the jurisdiction of the Senate is an evidence that the plea is one which they regard as deserving of careful consideration. General Comly, of the Ohio State Journat, who champions the candidacy of Governor Bayes for the Presidency with so much elo- quence tact, claims that Hayes is gala- ing ground dally. Well, he is certaiuly tak- ing bo steps backward, and that is more than can be said of most of the other candi- dates. It would have pertiaps been better if the House instead of agreeing to Produce the body of Mr. Kilbourn before Judge Cartter had declined todoso. The important ques- ton inyolved might then have been carriet to ‘nited States Supreme Court for dec!- sion and the relative powers of the courts and of either House of Congress in similar cases clearly defined. Parallel cases will continually arise, and it would seem best that the extent to which one House can ex- ercise not only legislative but judicial and executive functions should be finally and forever settled. The House exists two years and claims the right to imprison a contuma- Cious witness for that time. Tue Senate isa Perpetual body, and therefore can imprison such a witness for life. In view of this, the New York Evening Post thinks that while this power may be a necessary one, it is open to gross abuse, and might operate oppres- sively; that the law on this subject does not scem to be understood, and the practice has been loose; and finally, that both ought to be settled.
