The attention of the public is invited to the following figures showing the sworn cir- dates named—a circulation believed by com- petent judges to largely exceed that of all the other daily papers in the city added together No. of copies. | 15,290 It is not less alarming than surprising to Ree how corporations, and especially those bolding valuable franchises, are able to con- trol legislation affecting the public. This is significantly fliustrated in the relations of the Washington and Georgetown ‘ailroad Company toward the bill proposing to re. pave Pennsylvania avenue, introduced in the Senate a few days ago. Ags originally presented, the bill named Generals Hum Phreys, Wright,and Gilimore a commissioa authorized “to select and determine the best kind of pavement, other than wood or stone, to be used in paying Pennsylvania avenue, and to have the sai thoroughfare paved therewith from the northwest gate of the Capitol to and including the crossing of Fifteenth street,” &c. This was all well enough. But on the 4th Instant the bill was reported from the District committee, by Mr. Dorsey, with the following suggestive | amended proviso,—the amendment being in atic letters. “That the said | Washington « | Georgetown] railroad company may.» the material with which to pave their tracks, and may pave the «1 above set forth,” &c. This amendment practically takes the | whole matter of paving center of the | Avenue out of the hands of the very compe- tent commission, and leaves it with the | railroad company to say how it sball be done, or, indeed, whether it shall be done at allornot! If the gentiemen named above are competent authority to determine how the other part of the Avenue shall be paved, why are they not also competent to | decide bow that portion occupied by and between the car tracks shali be improved | and kept in repair? Is that strip of land, taken from the public use for the benefit of a private corporation, to be a via sacra,—above all laws and municipal regulations? What divinity hedges around the property of this | corporation, that it should be treated with more consideration than that owned by other People? If it may decide how the middle of the Avenue shall be paved, why may not | each landlord or tenant ou the street select | the material and style of pavement to be | used in front of his particular premises? | There {s just as much sense and jastice in | One proposition a4 fn theother. We trust, therefore, the obnoxious amendment will | | be struck out before the bill becomes a law, | and that the interests of the railroad com- pany will be put upon precisely the same | footing as those of private citizens,—grant- ing It no unusual favors, and imposing upon it no unequal burdens. If it cannot sub- mit to this wholesome requirement, let it take up its tracks and leaye that part of the Avenue forever,—as it will In all probability have todo at some day in the uot very re mote future. He very wisely thought that “with Proper watchfulness and economy in the de- partment, always requiring maximum ser- vice at minimum cost, as In any other busi- ness, this gap between expenditures and receipts can be gradually closed, and in time be made to disappear altogether.” With Tue Star the New York Journal of Com merce thinks that breaking up the system of Straw bids Is one among the many reforms which would cheaper the postal service and render it s¢Ifsupporting, and that Mr. Ham Lin can find plenty of use for his talents in that work. ———-<ee--__ There seems to be some gcod reasons why another territory should be formed out of Dakota. The legislature of that territory bas frequently petitioned Congress to divide it by the forty-sixth parailel, for the reason that people residing above that line, in order to trangact business with the officers and courts at the capital, Yankton, are com- pelied to travel by horse power from one thousand to fifteen hundred miles. The Sen- ate Committee on Territories, after a fall consideration of the case, has conchided to report a bill to divide the territory, as sug- gested, and to call the northern half the ter- ritory of Pembina. — — - Another talked of candidate for the Enj- ish mission is E. W. Stoughton, of New York. It is not known whether Gen. Butler bas passed upon his eligibility, but in case he is nominated and the Senate should fai! to hear from Gen.
