At the same time he bas not found any one rash enough to predict that Bristow can surely carry the convention; and if he does not carry it, Gen. Aside from Obloans we hear very few naming Hayes for the first place, though he is now and then spoken of as pretty good timber for @ candidate for the Vice Presi- dency. The trath is | that the talk for Bristow is a good deal like that in the past for Chief Justice Chase, Judge Davis, and Charles Francis Adams. His statements in regard to frauds on the Indians and the gov- ernment simply confirm the popular belief of the rottenness of the Indian service under Delano and the Rev. Smith, and strengthen the conviction that that service would be more faithfully performed by the military arm of the government. it must be evident to those who watch the progress of events in Congress that the ®ppropriation committees of the body con- Ainually exercise very doubtful powers in @rrogating to themselves functions which properly belong to other committees. In the ase of the consular and diplomatic appro- priation dill for instance, the House appro- Priation committee has taken the responsi- Dility of reducing the compensation of most Of our representatives abroad, and in some Instances of virtually abolishing certain Imissions, thus reversing the whoie theory wpon whieh the business of Congress it con- Gucted. Several Senators, notably Mr. Mor. ton, bave pointed out the vicious tendency of such legislation. Congressional commit- tees are raised for certain specific purposes. Matters of a commercial character go to the Committee on Commerce for consideration @nd report. Subjects affecting our relations ‘with foreign countries are referred to the Committee on Foreign Relations, &c., the theory being that each of these committees gives careful consideration to all matters ‘coming within its purview, and is therefore Detter qualified to make recommendations a6 to legislation on those particular matters Zhan those who have not made them a special study. By striking out the salary, Zor instance, of a consulship in Japan, the ‘Appropriations Committee virtually abol- Ashes the office, provided their recommenda tion is concurred in. This,as Mr. Morton plainly showed, is usurping the functions of abe Committees on Commerce and Foreign Affairs, which should determine as to the Wecessity for the abolition of the consulship im question. Again, should the Appropria- Zion Committee of elther House reduce the Balaries of judges, they would be exercising Bhe legitimate functions of the Committee a the Judiciary.
