As we expected, the House Appropriations Committee has taken adverse action in case of the application for a further appropriation to enabie the several executive departments of the government and the Smithsonian In- stitution to make exbibits at the Centennial Exbibition. A scarcity of small change ts a serious evil in a business community. — The Chicago 7Jimes, referring to the fact that a bill has been introduced in the House to go back to the elective system in this District, says it “cannot fall to be an im- provement, if the electoral body is composed exclusively of the substantial taxpayers; but if the superiative folly of giving votes to the whole mass of lazy loafers and bar-room bummers, black and white, who infest the city is to be re-enacted, the present system may as well be let alone.” This is the view of the matter taken by other leading papers Of the north and west, —_-.se-—_ James Parton, Who recently figured in a peculiar matrimonial venture, is out witha suggestion in reference to the nomination of candidates for office. He wants these nom- inations to come directly from the people, and to this end would have them express their preference at the ballot box. Arrange the polls, he says, so that each of the great parties, and each independent party may ave its special table and boxes, with the usual officers and local committee in at- tendance, all carefully regulated by law. ‘Then let every citizen of the Ualted States bave a chance to indicate his choice for President, and let the two candidates of each party receiving the highest number of votes be declared the nominee of that party. If ‘Mr. Parton would go that far why not go a little farther and declare the person receiving the largest number of votes duly elected’ This would be killing two birds with one Stone and saving considerable expense and trouble. Connecticut will be the envy ‘of debt rid- den states when it is stated that she Is in ex cellent financial condition. The state taxes ‘were reduced one-half three years ago, and nearly one million and a quarter of dollars have been saved since that period. After Meeting ail the expenses of the state for the Jast fiscal year, it is believed there will be a surplus in the state treasury of $600,000 on the Ist of April next. Bowen has emerged from the re- tracy he took upon the collapse of his Greeley veature, and is working with some industry to be sent as @ District delegate to the Cincinnati National Republican Con- vention. His eld lieutenant, the stalwart Perry Carson, carried the old 17th and 18th legislative districts for Bowen in gallant e#tyle Monday night, and it remains to beseen ‘whether he will succeed as well in other parts of the District. But the enthusiastic Carson, in his eloquent recitals of what Bowen as delegate can do for his District friends, should not promise too much. The fact is, a delegate from this District to the Republican National Convention is a purely ornamental affair, having no vote, and nothing but the barren honor of a seat in the ball.
