I am of the opinion that the most itable pavement for Peunsyivania ave: between the Capitol gate and 15th street, is a pitamt- hous concrete. Tse cost of this, asestimated in my last annual report, is $2%¢.662, and should certainly not exceed $300,000. This dors ret include the paving between the tracks of the street railroad, nor the two feet on either side of the outer rails. For this space granite blocks upon a feandation of bydraulie cement should be used, the blocks outside of the outer rails being laid so as to dovetail into the concrete pavement, at an estimated cost of $77,400. I should ‘reeom- mevd, however, that proposals be tuvited for pavements of every kind excep! worl, | and that bidders he required to make thelr Proposals upon blank forms, prepared in such a manner as to compel a complete de- | Seription of the pavement and of ts cost, so that @ careful comparison can be male of their relative merits.” THE STATEMENT OF THE CosT referred to by the engineer is as follows: « sessed to private yards at $4, $144,685.6: fe per foot, <9.55 55. Tre Commissioners approve the recom- mendstions of the engineer and suggest that advertisements for proposals for the repay- ing of Peunsylvania avenue should ba pab- lished in such eities as the Commissioners deem desirable, at least two weeks in ad- advance of the time fixed for the opening of the bids. Ip regard to the assessment of the cost of the new pavement they suggest that io view of the fact of the private property holders baying paid so large a proportion of the cost of the present pavement, as hereto fore shown, @ liberal contribuiton for the payment of the new pavement should be made by the United State: § Sesame The District tn Congress.
