WASHINGTON: THURSDAY.. March 16, 1876. CROSBY 8S. NOYES........Editor. SWORN CIRCULATION OF THE STAR. Monday, March 15,500 15,110 15,1 15,596 Average Daily Circulation... ‘The above figures show a larger average dally circulation than THE STAR has ever reached before, and, in ali probability, four times as large as that enjoyed by any other paper in Washington. Tue value of THE | STAR as an advertising mediam will be @ppreciated by the public when it sees that & business announcement inserted in its columns for one week is equal to having 93,580 business cards printed and carefully Circulated in quarters where they are cer- tain to be read and preserve:. ———__- «+e The Chicago Di A curious feature of the triple sueet Cuie Times of Saturday is the eight-column rec: in solid type, of the divorce operations ia the Chicago courts, during the past year. From this record it Sppears that the total number of cases begun was 525; the number of decrees granted was 25; there are 169 cases not dis- posed of, and in 70 cases decrees were denied. in 174 cases the charge was desertion; in 1 cases cruelty was alleged; in 111 adultery; and in 69 drunkenness, The Times seems to | P’ think this was rather a poor year’s business for a city of the divorce reputation of Chi- cago, and notes with some disgust that the decrees granted have really averaged less than one a aay. That paper comes to the | philosophical conclusion, however, that the | depressed condition of the divorce market Is due to the general stagnation in business of | all Kinds, and comforts itself with the as- surance that Chicago still leads the country as the head center for cheap and easy divorce. The Times calls attention to the fact that in many of the siates no divorce ts granted but by special act of the legislature, the same as in England, and that in New York divorces @re not granted for any cause but that of | Adultery. The Zimes also notes, with a sort of contemptuous surprise, that in the be- nighted state of South Carolina there has | been no grant of divorce made since the Revolution. +202 ____ The wholesale reduction in the salaries of government officers proposed by the House | Committee on Appropriations, if it fuds favo: the House, ought to be met with a Stern refusal to concur in the Senate. The reduction proposed would be cruel and | unjust, especially to petty subordinates now recelving but $1,200, $1,400, or even $1,590 per year for their services. A protest now im preparation in the departments conclu- sively shows the injustice of this curtailing process, and that the employes, even by the exercise of the strictest economy, can | fcarcely support themselves decently on their present compensation. Judicious ccon- omy in government expenditures is all well enough, but parsimony which works hard- ships and injustice will never be sanctioned by the people. -s0-- The St. Louis girls have toler feet, ar ais papers positively = fuse to believe that Mrs. Bells: nap was able | to wear a No. 1 shoe. Whatever the size of her shoe, there is no doubt that Mrs. Belknap “put ber foot in it.” ———-re-____ Mr. George H. Pendleton expressed great eagerness to come to Washington to testify in regard to the part he took in the matter of getting 14+,000 from the War Department on aciaim previously rejected by Secretary Stanton, but it is difficult to see how he Could imagine that his story of the affair Would redound to his credit. Tae press almost without exception, express the opinion that his own part in the transaction EVENING STAR. | | izin | condemned murderer in New York and the | renowed pia | same person: 15,609 | | Webster, and others Total Circulation for the Week....93,580 was utterly disreputable, whether he gobbled up the larger share of the proceeds, or whether he divided with others who aided him in getting the rejected claim allowed. The Baltimore Americen says : “Mr. Pendleton stands in the position of an administrator who collected a claim for the beirs of a decedent and charged them some thing like six! r cent. for the service. No 'y court in the world would sanction such @ proceeding. In some of the states of the Un! it would be an indictable offense. He is also the president of a railroad com- pany who contracted with himself to collect a clatm of $148,000, and retained $90,000 as a counsel fee. Whether the claim was just or fraudulent, the transaction as far as Mr. Pendleton was concerned was illegal and immoral, and the £90,000 which he poy ceuld be recovered at the sait of the infant ». Pendleton in the charges of fraud. vient combinations with Mrs lknap. If he be involved in any suspicion of com- Hicity, it 1s for him, unaided, to clear imself. It cannot be denied that at present bis compensation seems wholly out of pro- po: nto the amount of legitimate service rendered, and he must explain the whole matter perfectly to the ‘satisfaction of the country. At present the presumptions are £0 far against bim, that the burden of proof is on him to show that his hands are clean.” —_—__-<ee-__ The Hartford Courant thinks that the re- jection of Mr. Dana “would be a damaging blow to the republican party, as it would be Proof that the Senate is controlled by the | | § elements which have to some extent cor- | Tupted and demoralized the party.” —— Philadelphia is still exercised over the sub- Ject of feeting the muititude expected to at- the Centennial thissummer. The wealthier class of visitors will, of course, patronize the hotels, but the poorer people will be unable phians to devise some way by which they | can be properly entertained at moderate Prices. It is now proposed to furnish visi- tors, through the “Centennial Lodging House Agency,” with lodging, supper and breakfast at boarding-houses and private residences for $250 per day, excluding din- ner, it being understood that they will get the latter on the Centennial grounds. In re- sponse to a circular this agency, it is said, as received favorable replies from eight thousand persons who are willing to furnish accommodations on the terms mentioned. (Coupons for meals are to be sold in all the Tallway and steamship agencies in connec- tion with traveling tickets, and persons buying them will receive particular direc- lions where to go. The scheme is seriously objectionable, on the ground that the price named is too high. A dinner on the Cen- tennial grounds will cost, it is estimated, at least one dollar, which would make the toial | to do this, and it remains with the Philadel. | | | 1 | cost of board and lodging for one week '324.50—a price which no person of moderate Teans could afford to pay for any great Jength of time. They believe that such a course would best accord With the true interest of the law schools, the dignity of the profession, and the welfare of the state. There can be no doubt that the curse of many of our schools of law, and in | fact of many of our other educational inst!- tutions, is a woful lack of thoroughness. | Diplomas and degrees too often depend more Upon a compliance with the rules of institu- tions in regard to attendance during a cer- tain period of time than they do on the pro- ficiency of the stucents receiving them.
