Mr. Clymer, who had arisen toa privileged question in relation to his being summoned before the Criminal Court of the District in the Belknap case, said that yesterday morn- ing, accompanied by Messrs. Biackbarn and Robbins of his committee, he appeared before the court, and by the permission of the pre- siding justice he made a statement, and sald that In obedience to order he appearel to obey the order of the court, bul as a member of the House he wanted to say thatin fh opinion it would be prejudicial to the inter ests of the country to state what had trans- pired in commiites. It would close the mouths of witnesses, and would drive them from the land. He felt thatit was bis daty to state what had been done in the premises, and that the House should take such action as was deemed proper. Mr. Blaine (Me) wanted to know whether the court had asked any questions or insisted upon an answer to anything not contained in that which was made public already. He could understaad that gentlemen might ob- ject to detailing the secrets of a committee. but he could not se> the pointof delicacy ia the refusal to state that which was already history. Mr. Clymer said the court did not ask any questions as to what was before the commit- tee. Ifthe conrt had asked any questions in public they should have refased to answer; but the party before which the committe: Was summoned was a grand jary—a portal with closed doors, and if it was knowa that the grand jury was investigating this mat- ter ail witnesses would be drivea away. He could not understand why the gentleman should ask this question uuless he wanted to drive witnesses away. Mr. Lamar (Miss.) demande! the realing of the subpeena. [It commanded the chair- man of the committee to bring ail papers, documents, checks and contracts in tne p»s- *¢ssion of the House, or in possession of the Committee on Expenditures of the War de- pariment, as to the charges against Secre tary Belknap } r. Robbius (N. C) said he belleved it would have been detrimental to the pubiic service to testify before the grand jury, aud he wanted the grand jury to take the respoa- sibility of that matter. Mr. Danford (Onio). @ republican member of the committee, said that be had not re- ceived asubpresa. He would ask the chair- man iflehad any other testimony than that which bad been fully reported to the House and which was now before the country Mr. Lamar otjected. No one bad a right to reveal what took plac in committee. = Blaine said no one was asked to reveal that Mr. Clymer trusted Mr. Lamar would not Insist upon his objection, for he desired to that there was no testimony which the Whole committee was not conversant with.
