EVENING STAR. | WASHINGTON: WEDNESDAY Mareh 8, 1876. cree LATION ¢ or THE STAR. Monday, February 23 - WI Tuesday, “ 14,500 Wednesday, March | sees 14,500 Thursday, « 2. . Bop Friday, “ 3 + 15,375 | Saturday, - 4 16,500 Total Circulation for the Week....90,630 Average Daily Circulation...... 15,150 | 9 The attention of advertisers and of the pub- |= ic generally is invited to the above showing | Of the circulation of Tux Stax for last week. | ‘This is the highest average weekly cireula- | tion ever reached by this paper, and, It is | safe tosay, more than three times as great as that of any other daily paper ever pub- shed in Washington. These figures, in con- | nection with the well-known fact that it is taken and thoroughly read by all classes, | and, indeed by almost every family in the District of Columbia, show more emphati- eally than can be expressel In words the Value of Tae STAR as an advertising me- dium. Ia this respect it is literally witnout an eqval, and no other paper comes any where near it. ——— Mr. Orville Grant's name figures a good eal in the papers just now. The Baltimore Gazette of to-day reports an interview with members of the steam-heating firm of Thomas C. Bashor & Co., of that city, in re- latien toa report that Mr.Grant was in their | employ tosecure government contracts. The firm stated tha: Grant was on their pay-roll ata salary of $2100 per annum, but that he was employed legitimately as a “solicitor,” to keep them posted when contracts were to beawarde:, and to protect thetr interests in the matter of government lettings. In reply | to questions, they stated that Mr. Grant ob- tained contracts for supplying ship knees for the New York and Philadelphia navy- | yards, and also for furnishing the heating apparatus for the Cook County Hospital in Chicago; but they said that Grant failed | to get for them the contract for supply- ing the heating apparatus for the Gene- ral Post Office at Washington, the Dis- | trict Jail, Treasury Department, tc. From the fact that Orville Grant failed to secare | these Washington contracts (which was ap- | Farently the main purpose for which his ser- | viees were engaged) it would appear that his | Influence with the administration ts by no | means potential, and that persons who have | engaged his “legal” aia with the expectation that bis relationship with the President | Would enable bim to seeure whatever they | Sought, have not had heir hopes realized. It | f#peaks pretiy badly for Mr. Orville Grant however, that he is so thi t ‘wanting in deilcacy of feeling thathe is will- ing to accept these ‘‘solicitorships” from | parties seeking contracts under government. If report speaks truly, the President has | Tnore than once shown his disapprobation of | the course of Orville Grant by putting his | foot down upon efforts of the latter to secure departmental action in favor of bis elicats. ————-<ee--__ The Belknap disclosures did not seem to aileet the munietpal elections helt in several cities in New York yesterday; or the one at | Burlingtor, \ ermont, the republicans being vVietorious in every case. A late letter from New Hampshire asserts that the people con- cede that the republican party is entitled to «qual praise with the democrats for detect- irg and endeavoring to punish Mr. Belknap, end that both parties agree that neither can make any political capital out of the bad business. oe ‘The burst of virtuous indignation indulged in by Mr. Clymer, Mr. Blackbura and others in the House yesterday, because they had teen summoned before the grand jury of the District of Columbia to tell what they knew about the Belknap case. bears a strong resembiance to first-class buncombe. There has been a lamentable lack of judicious leadership displayed by the dominant party in the House during the present session, in consequence of which the minority have been enanled to secure some very important advantages. Mr. Clymer’s feeble essay at Jeadership yesterday has pnt his party in the ugly position of refusing to aid the republi- cans in the indictment of Belknap—a posi- tion which Mr. Blaine dared them to assume They weakly allowel themselves to be Placed in that attitude. and tbe country is now called upon to pronounce judgment on theact. Their utterly indefensible position Will be seen when it is remembered that the committee has admitted that it has no facts in the case other than (hose already preseat- €d tothe House, and now the public prop- erty of the community. If Mr. Belknap is not Indicted, who will be responsible for i Certainly not the republicans, who put themselves on the record as opposed to Mr. Lamar's resolution directing Mr. Clymer's committee to disobey the mandate of a court of justice. ————_~<ee--_____ It is to be hoped the principle that ex-pub- lic functionaries may be impeached for past malfeasance in office shall be firmly estab- Heked, because there are those who broke their oaths of office helped to plunder Uvele Sam tm the trying times about the begisnirg of the late civil war. who are as ford of cfice cow as they were thea. +22e-—_____ The payments from the contingent fund of the different departments and bureaus of the government sometimes involve very qnes- | tonable transactions, and so Congress, a | years since, passed a lew requiring heals of | departments tosu»mit to that boly annually | detatied accounts of allexpenditures patil out | ‘of the fand in question, to whom patd, for | what particular service, the necessity for | such service, tc. The lawhaving frequently | been evaded, a resolution has been intro duced in the House making it unlawful for the Commitee on Appropriations to consider | any act appropriating money t> defray the expenses of the executive departmeatof tue | government until the head of such depirt- ment shall have submitted to Congress th: Getailed statement required by law. | —_—__-~ee-__ ingular oversights are frequently com- | mitted in enacting laws. There isa lawoa | the statute book prescribing a penalty of | fine and imprisonment for introdacing spir- | Atuous liquors into the Indian country, but | from this penalty all Indians, for some rea- | Son or other; areexempted. The half-civil-} ized denizens of the Indian Territory, with | @n eye to business, are taking advantage of | (his exemption and introducing @&rge quan- tities of intoxicating liquor into the Terri- | tory. The attention of Congress has been officially called to the matter, and a remedy | ‘Will doubtless be applied. Taere would ap- | pear to be no good reason why they should | not be held amenable to the law in this re- gard, the same as the whites. | ————— DPSeecUoe or, TARTEMNES IES De sin ‘enderibe tm ef E s.
