One of the most important of the great Works of improvement within the District, executed within the !ast half-dozen years, bas been the building of gout roads leading to the country, and the abolition of the turn: pike men, whose presence as toll-gatherers upon reads so vile that man or beast could scarce make ® way over them, was simply highway robbery. The vigorous measures by whic these chartered robbers were dispossessed, and good roads established, rid the District of a long-reated wrong. and secured to it for all time the inest!mable advantages of affording free and conventent access by countrymen to the city with their produce at all seasons of the yer. How great an evil we aro thus happily rid of is to be seen when one crosses the river into Virginia, where the termpike nuisance is still in fall force, 2nd the turnpike highwaymen are still Equatted securely upon every road; hindering travel to the cities of the Commonwealth by levying heavy tolls for the right of way over tracks almost impassable for two-inirds of the year. Those who undertook to goto Alex- aday over the Washington and Alexandria “Turnpike,” had a realizing fense of the drawbacks of turnpike travel. The road, uniformly execrable, becomes an almost unfathomable quagmire near Four- Mile Run. In all this investigation it mast be borne in mind that the Board of Audit was appointed by the President and confirmed by the Senate, and was as independent of the Dis- trict Commissioners as the Secretary of the Treasury. This is not to be wondered at since a recent examination of many meters by the state inspector showcd that every one Of them registered fast, or in favor of the gas company—some registering ten per cent. too much, some thirteen, and some even more than that. In one instance @ prominent builder, who suspected that his meter must be wrong, had it tested, and found it thir teen per cent. too fast. He had used this meter nine years, and demanded a rebate for that time. The gas company seeing the cer- Uficate offered him a rebate for five months, butno more. He refused, and threatens to sue for a balanceof $150. In another instance @ dry goods merchant, well-known in Brook- lyn, bad bis meter tested, and found it ten er cent. too fast.
