It publishes a long articie going toshow that Germany bas so well known how to offend all her neighbors by viclence of language and of act, that she is completely isolated at the present moment, and cannot depend upon a Single state for au alliance. On the con- trary,she knows that Austria, France, and Denmark will reclaim someday what has been taken from them; and if Germany were even strong enough to resist the alliance of these three states, she certainly could not if Russia were to make common cause with her adversaries. Any sortof a difficulty be tween Germany and Russia would put all the other European states upon the side of the latter, aud such an alliance would as- suredly be too much for Germany. She has become so completely isolated by the B' marckian policy that has prevailed, that she 1s even now foreed tosubmit to all the cond!- tions Imposed by Russia, and has become the slave of that power. Germany has to depend entirely upon the Cabinet of St. Petersburg. and cannot, without its consent. accomplish}the most insignificant act regard- ing foreign affairs. When the Emperor Alexander declared that he wanted peace, the German government was forced to reply, then let us have peace. These Statements by the German papers, as above stated, are attracting much attention in European ci circles, and especially in Paris. a The Sun and the Weather. The astronomers have been noting that the Sun of late has been remarkably free from *pots, and during the period there has been very warm and Spring-like weather. About two weeks ago, however, the sun was found quite spotted again, and at the same time the thermometer began to fail. This was the case not only in this country, but in Europe, and the Paris correspondent of the New York Times writes that the weather suddenly changed there to the coldest, rawest and Most disagreeable weather of the season. ‘This fact has again given life to the theory that there is @ relation between the sun- Spots and the temperature upon this planet. Mr. Lockyer, the English astronomer, re- ported about the first of January that he found the sun perfectly free from spots, and inferred that it might indicate a period of very mild weather. The very same day Father Secei made the same observation in Rome. Neither astronomer asserted that there would be mild weather on earth be- cause the sun was spotiess, but both inferred that this might be the case, and such has been the case in fact. The difficulty about the theory Is to afford an explanation how the greater heat of the sun, presumably {a- dicated by the absence of the spots, is so quickly transmitted to the atmosphere of the earth. —_-+<-2-—_____ The impression made by Dr. Newman be- fore the House committee in his statements concerning the consular system of the United States, was decidedly favorable te him as showing that his roving mission was some- thing more than a mere pleasure tour. He ‘was able to give a good deal of fresh and ap- parently accurate information concerning cur consular system. —— —__ - eee ____ Another petition was presented in the Sen- @le and in the House to-day from the women of Utah. There were 2,673 names attached to the document. The objects asked for are that Congress appropriate a sufficient amount to make the Centennial exhibition @success. and an amount sufficiently large be appropriated that theexhibition be thrown open free to all. This is {i most numer- ously signed petition which bas been pre- sented to Congress for these objects. It has been asserted that signers of this petition in Utah have complained that their names have been attached, without their consent, to the petition of the 22,¢28 women of Utah present- ed to the Senate and House a few days ago. Delegate Cannon, from Utah, says that there is not a shadow of truth In these statements. ‘The two petitions are entirely distinct. That signed by the women was drawn up @nd cireulated by the Ladies’ Relicf societies of Utab, the members of which are. Mormons, and asked Congress to repeal the anti-polyg- amy law of 1862, and the Poland law of 1574, and toadmit Utah asastate. The delegate 4s positive that not one of the signers of this petition was led to think that she was sign- ing & petition for any other objects than those set forth in the memorial.
