Mr. Langston moved that the committee on legistation be authorized to attend to the duty of procuring the necessary annual ap- propriatiens from Congress for the Board of Health; adoptet. On motion the chair was admitted to that committee. Dr. Cox called the attention of the board to that portion of his annual report relating to % H THE SOCIAL EVIL, and stated that there appeared to exist a general misapprehension as to the position the Board of Health occupied on this ques- tion. He had recently been waited on by @ comm '!ttee of ladies and taken to task by them on their supposition that this board had committed itself to aciion necessary to carry ont the suggestions contained in said report. He bad received anonymous com- munications scoring him soundly for pre- fuming to alinde to this subject. A sermon he understood, had likewise been preached by a clergyman of this elty upon this sab- ject. in which this board had been rapped Without stint. He desired to say twat what was printed in his report was furnished merely as information: there being no recommendation made at «ll—the object being to show thet this subjcc, 's reesiving the attention of sanitarians .°nerally all over the civilized world, with tha view of checking the spread of the most loathsome and destructive disease to which the human family is constantly exposed. He cared nothing for these attacks upon himself, but he felt tt due to his associates and the public to State that the Board of Heaith had never even disenssed this subject at ali, nor had any official action been taken in rel ition thereto. SOMETHING TO KILL SMALL POX GERMS. A communication was received from Prof. Thomas Taylor, of the Department of Agri- culture, calling the attention of the Board of Fealth toa new composition of matter, (a +. mple of which accompanied the letter,) to be used in the disinfection of the clothing of persons afflicted with small pox. Theliquid consists of benzole, carbolic acid and alco- hol. The first named is the best known sol- vent of all ofly and degenerated fatty mat- ter, and the carbolic acid and alcohol have such an affinity for water that all waier held mechanically in spores or germs of vegeta- ble or animal matter will absorbed and the life of the germ destroyed. He confesses to have collecte? $90 for us, but his book shows 2 much larger amount, which, with what he collected for the other papers, must have made his em- ployment quite profitable. For the benetit of the public we give the folloving description of the party: He is aged about 25 years; nearly six feet high, and weighs 169 pounds; light hair, no whi kers, florid complexion, and receding fore- bead; writes @ good business hand and cos- verses well. From an expression in one of his letters it Is suspectod that he is recently out of prison, and that he has relatives, a Sister, in Cleveland. Ohio.
