_EV "ENING STAR. DOUBLE SHEET. WASHINGTON: SATURDAY... January 22, 1876. _ CROSRY S. NOYES... BQ Circulation More than Three | Times that of any other Daily Pa- | wer published in Washington, and | therefore by far the Best Adver- of Washington Is one tizat has for a long time attracted attention, and that will doubtless Continue to elicit discussion and suggestion until @ suitable system of nomenciatara shall take the place of the poor apology ior mames now afforded by the letters.of the Siphabet, duplicated north and south. We Publish, there‘ore, in another columa of-to- day’s paper a communication in regard to the matter. We print it exactly as written, Rot because we approve of all the views ex- Pressed, but because we desire that all opin- fons on the subject shall have expression, feeling confident that at some time or other those in authority will take the matter up and give us the best results of all the various suggestions ofiered. To our mind the best plan, and perhaps ths dest list of names also, was contained inan article on the subject heretofore printed in Tae Stak, and which, in view of the fact that a new Congress bas avsembdied since that time, we republish below. To the suggestions and recommendations therein contained we desire to add now oaly the hope thai the street at present calied Four - and - half may by curistened “L’Enfant Avenue.” To the geuius aad skili Of that distinguished engineer is tue national capital indebted for its spleadid system of streets and avenues, and it would only be a Biting recoguition of the fact to commemo- rate his name in this way. [From The Evening Star, Dee. 5, 1374.) Betore there is any change made in tue orm of government for this District come mea ure ought to be adopted which will give bet- ter names to the streets of Washiagton. To With, an initial letter is not a name. In the case of a person it only represents or siands fora vame. When applied toa street ithas neither appropriateness, dignity nor meaning. Then, again, the siitliarity tn the Of different letters, to say nothing of cates, is often confusing and mislead- ing. It is doubdtfal whether any plan can be devised that will please everybaly or be en- tirely free from objection. “It is believed, however. that the system heretofore first ad- Yocated by Tux STak, and which was after- Ward approve i. but uufortunately not put into effect by the Board of Public Works, is assimple and combines as many advan- tages, with as few faults, as any than can be bt forward. This plan is substantially as follows: Commence with the numbered Streets. or those running North and South ‘With First street at the Anacostia, or @rn branch, and keep ou bumbering west- wars in regular numerical order up to and including Georgetown. This will at once simplify matters greatly bv doing away With the serious objection of aaplicate num- bered streets. Then, in lieu of a doutle set of lettered or those running east and west, le: the dividing lime between the two sets ex.s_ @s it is, aba give to those on the north side of it the names of some American citizen emi- nent as & statesman ox in civil life. and those om the south side of it that of a naval er military hero—being careful to give to each street a nane beginning with same iritial letter It now bears. The result would be something like this: GOING NORTHWARD. Adams. Gorne SOUTHWARD. be Anderson. Benton. Bainbridge. Clay (or Chase.) Chaance, Dougias. tur. Evert. Ellsworth. Franklin. Gallatin. Hamilton. - Bf Jackson. Kent. Knox. in. Lawrence. Marshall. Marion. Nott .—— Ous. oO. Peabody (or Prescott.) Perry. Bandolp Ringgold, ings Seward. Scott. Taney. F Saale VvV.— Warren. In addition to these considerations intelligent person can tellin an in- stant the exact location of any street by rec- ollecting whether tne person for whom it is named was prominent in civil or inmilitary or naval life. When this is done, the improvement ought to be supplemented by giving toeach square, ctrele, triangle or reservation, a proper name own. letting them trust to inatvieual fancy or local surroundi: fora eee Sa ee any atall,as at again, the —- idea of fame of ; pame of some by achievements in the flelds ‘of scl science, art and literature. Tuis is considered a final defeat of any appropriation by the state of Virginia. Apart from considerations of patriotism which should have prevailed, Clscarding a!l sentiment, ard looking at the question from a purely practical point of View, the legislators of the Oid Dominioa have ‘made a grave mistake. They had far better be represented by blockheads, or wise men of silence, than such brilliant, flery and heediess heroes of the forum. And here is where the lesson to the south should hiage. ‘We read where its journals are lauding these efforts, and the sentiment iscommon that at last they have men in the National Counci's who can do them justice, Alas for our south- ern friends, if they consider such imp3s- sioned declamation @ prerequisite to the at- tainmentof justice! If they need justice, which is, after all, but another term for full Political enjoyments, they can never get it by championing the irresponsibility of Jef- ferson Davis or any of the “Confelerate” @uthorities in connection with the un- speakably sad history of Andersonville, or vaunting in council of the brave deeds of dead heroes, which have never been de- nied, but, on the contrary, acknowledged and applauded all over the country. Oar southern friends must remember that the verdict consummated at tae seaffold of Wir was solemnly affirmed by the entire northern people, and that affirmation can never be changed save by that silence that marks the current to oblivion. Tne north and south will never agree upon thts point, and any argument at justification on the part of the latter, just leads us back eleven years over the road already traveled towards peace and fraternity. Our friends must also remember that the political revolution of November, 1874, was not @ victory of those who wished to justify the south for her acts during the war, so much as of those who doubted the wisdom of the policy pursued towards ber since the war. This bas, we think, beeu abundantly proven by the re- sults of th recent debate. From the senti- ments of the northern people as reflected through their press—especially the ludep 2nd - ent portion of it—we should judge that the south has touched some of the bitterest chords in some of the friendliest hearts it had in the north. It seems indeed a pity that so easy @ lesson should be so hard to learn. But !t has been “missed” again just afier the “off year,” and our southern brethren must prepare for another four vears’ walk over the path toward perfect rec >»aciliation and national harmovy. Recent comment was made in Tie STAR on the very large amount of un printin done by Congress. In the yesterday Mr. Sherman introduce! a reso- lution asking the Committee on Printing to inquire into the matter and see if the amount of printing cannot be reduced. It is safe to say that tons of the veriest trish in the way of bills, resolutions, &c., are printed at great expense to the government every session, and subsequently find their way into the hands of the grocers, who find them very con- venient for wrapping paper. The “American note” to Spain, Nov. 5, 1815, giving the President's views, through Mr. Fish, Secretary of State, on the rela- tions of Spain and the United States, will be generally recognized as in the highest degree creditable to our government. It shows in the clearest light that our course towards Spain has been marked by patient forbear- auce, and that should the continuad failure of Spain to prevent or redress grievances upon our citizens in Cuba, or to put a stop to the brutal and hopeless bloodshed in that Island, result in hostilities between the United States and Spain it will not be the fault of our government. The Spanish Miu- ister of State has again promised the redresd of our grievances, but it remains to be seen whether the home government will be any more successful in the future than in the past in compelling the insolent local authori- ties in Cuba to respect instructions from Madrid in regard to the treatment of Ameri- ean citizens. —_—_____-+ee2-—_____ P.T.
