EVENING STAR. WASHINGTON: SATURDAY.......Jamaary 15, 1876. CROSBY 8S. NOYES.. rv f LESSONS (PIAN Fropes: aly FOR RENT AND SALE. | __ BUSINESS CHANCES. Ree Circulation More than Three Times that of any other Daily Pa- Per published in Washington, and therefore by far the Best Adrer- | tising Medium in the District of Columbia. | | | | Would it not be well for both houses of ‘Congress to adopt @ rule to the effect that no Speech delivered in either House should be materia! ly altered in revision before publica- tion in the Congressional Record? Revision Simply to the extent of correcting gram- matical inaccuracies might be allowed, but Mot any modifications affecting the general ‘one and character of the speech. This is Suggested by the material modification of ‘the speech of Mr. Hill, of Georgia, in the House a few days since. A specimen altera- tion will give an idea of the character of the changes. Mr. Hill said in bis speech that “the atrocities of Andersonville do not begin tocompare with the atrocities of Elmira, of Fort Douglass, or of Fort Delaware,” and that “of ail the atrocities, both at Anders Wille aud Eimira, the confederate govern- Ment stands acquitted from all respousi- bility and blame.” This does not appear in bis speech as revised for publicatioa in the Record, butin iieu thereof is the foilow! “The mortality at Andersonville and other confederate prisons falis short by more than three per cent., of the mortality in feteraj prisons.”” Mr. Cox's speech, delivered on the same Occasion, and which was also “withheld for revision,” appears now in different form from that delivered. Not only are indis- creet utterances ‘‘doctored” or omitted alto- gether, but whole paragrapis never uttered @re interpolated. It is headed, for instance, With a quotation from Sir Thomas Browne “Humor, not the injustice of revenge.” ‘Which Is supplemented with @ passage from Edmund Barke : “The anodyne draught of oblivion thus drugged is well calculated to preserve a gall- ing Wakefulness, and to feed the living uicer fa corroding memory. Thus to alinrnister the opiate of amnesty, powderet with all the ingredients of scorn and contempt, is to hold to the lips the cup of human misery full to the brink and to force it to the dregs.” The idea that Mr. Cox in letting off his Cisplay of fireworks used any ponderous Quotations of this sort, is, of course, pre- posterous. But Mossrs. Hill and Cox are not the only sinners iu this matter. It has become quite a common practice for m ™- bers of Congress when they have been b- trayed into the use of inconsiderate or im- politic expressions to eliminate them from the Kecord. The better way for such mem. bers would be to keep a guard over that unruly member, the tongue, and never say soy thing they are 4 hamed to see in print. Under ‘the head of “Statistics of Women Lawyers” we find the statement that a 1869 Mrs. Mansfield was admitt=d to the bar Of Iowa, aud Miss Barkaloo was admitted to the bar of Missouri; that in 1572 Mrs. Nash Was admitted to the barof Maine, and Miss Ray was admitted to the bar of the District Of Columbia; and that Miss Goodell has ap. plied for admission to the bar of Iowa.” There are two women lawyers in the District of Columbia, one of whom is in fall pract.ce before all of the courts of the District. ———re-__ Mr. Blaine showed his wonderful powers @s @ tactician yesterday by again taking the Amnesty bill out of the hands of the majori- ty, and by defeating its passage in the shape Proposed by that majority. Mr. Biaine’s Strategy of keeping the democracy oa the defensive bas succeeded perfectly, thus far. Every attempt on the part of the democratic majority to assume the threatened aggres- Bive, has been fotled, and that side of the House has been compelled to fall back to its dines and throw up breastworks after eve Bally. Ofcourse the minority, even und the astute lead of Mr. Blaine, cannot expect to keep up this line of successes throug the entire session, but it is quite evident they Will be able to strenuously contest every inch of the ground gained by their nameri- eally superior adversaries. a ‘The continuance of the fast mail trains is ® matter of doubt. If it is demonstrated that these trains do not pay the railroad companies sufficiently, the question of their continuance will virtually be loft with Congress, who will have to decide whether it is better to deprive the people benefitted by these trains of sucu benedis,or make Provision for the adequate compensation of &he carriers. It Is much easier to deny a Privilege which the people never enjoyed aban to deprive them of it when oace they bave obtained it. ——— Everyboly will approve the attend ance of the employes of the Point Breeze Gas Works on the Moody and Sankey ae Tney ‘@re calculated to do them good.— Phila. Star. Doubtiess religious instruction is a good ‘hing for the employes of a gas company; but those who specially need to be convertet ‘@nd turned from tueir wicked devices are the officers of such corporations, not the poor orJer-obeying employes. If, for instance, “Moody and Sankey could paint the terrors ‘of future punishment in sufficiently strong wolors to awaken the consciences of the managers of the Washington Gas Light Company so that they would turn their at- Zention to improving the quality of the gas instead of manipulating Congressmen, there ‘Would be strong ground for hoping to get at ‘Once not only a better article of gas but hav- ing to pay therefor bills proportioned in Bome degree to the quantity actually con- Bumed. Let the great revivalists tura their tteption to ihe officers not the employes of gas companies. Purify the fountain beat nd the stream flowing from it will be all zight. 7. It seems that the late Timotsy Kirby, the Cincinnati millionaire, whose death it was Bupposed would bring his sons-in-law, Donn Piatt and Genera! Banning, into the posses- Bion of something handsome, lad, like the date Mr. Singer, of sewing-machine fame, an extensive illegal ontside family, for which be provided more Iberally 1m bis will than dor his own legitimate household. Tae tes- limony of his physician, and of numerous other witnesses, is that he was a mouoma- miac, and the probability is that the will Wiil be set aside. +e —____ ‘The fact that Japan ts taking a deep and clive interest in the American Centennial exhibition is a good omen for eastera eivil- Azation. It is stated that she wil! exhibit no iess than eleven hundred tous of m4terial, Part of which has already been landed in the Dailted States. This is anotuer of the results ©f Iwakura’s embassy to this and otber Sountries a few years siuce. ———__-see- The great obituary poet of Philadetphia Must look out tor his laurels when a Balti- more coutemporary achieves the following ptapza: “Lknow God = ous you safely ween meet 9 con er dear mother, And be numbered with the angel band. ———__-<ee- ‘They Soated gracefully down the Avenue— Two beautiful ladies, who might have been crown princesses.
