To the Eiitor of The Spectator— American, and an admirer of Wait Whit- man, I cannot withhold my protest against &# certain statement in Mr. Peter Bayne’s E npen Mr. Whitman's poems. in the last number of the Confemporary Review. Zachary Taylor will probably be adoptet. We already have such a statue of Gen. Scott, and Gen. Taylor's pabile services are certainly no less deserving of recogni- Uon. His remarsable march at the heat of @small army through a hostile country to the city of Mexico, and the unbroken series Of victories he achieved, are matters df his- tory of which every American is prout. His countrymen showed their appreciation of his Patriotic services by elevating him to the highest office in their gift, and it is strange that while we have been building monu- ments to other heroes we should have neg- Jected to put in enduring bronze the form and features of gallant “Old Rough and Ready. ——_-26e--—____ The report of the Senate Committee on Privileges and Elections on the question Of the Presidency of the Senate pro tempore takes up in order the precedents from the Second up to the present Congress. The Committee reach the conclusion that the President ro tempore is an officer of the Senate the same as the Secretary or the Ser- geant at-arms; that bis teoure does not expire at the meeting of Congress after the ‘Girst recess; that the death of the Vice Presi- dent does not have the effect to vacate that Office; and finally that he hokis his office at the pleasure of the Senate. Jefferson held that the office of President pro fem. was determined at the meeting of the Senate after the first recess, but the records of C. gress show only four similar instances in the history of that body, ani no less than forty-nine where the President pro fem resumed the chair afier the first recess of the Senate. The proposition that the death Of the Vice President does not vacate the Office of President pro fem. is also sustained by quite a number of precedents. It has been argued that the office of President pro tem,, im case of the death of the Vice Presi- dent, is @ constitutional inheritance which the possessor can hold until the time when the term of the Vice President would have expired, and that he can be removed only by Impeachment. It was generally supposed that ‘when the price of gas was reduced there ‘Would be & eonsiderable reduction in the mount of bills against consumers. People ‘who have several years’ bills on file, how- ver, assert (and produce the figures to prove aheir statements,) that their bills since the Teduction are larger than ever. In at least several instances the gas bills in November and December last were exactly similar in ‘Amount, and this in view of the fact that the Gays in November were considerably longer @nd the nights consequently shorter than in December. Complaints and protests are ‘Wholly uvavalling to remedy these abuses, and from the arbitrary decisions of the gas Company there is no eseape except in the @arkness or in the dim religious light far- mished by the tallow dip or the more peril- ous kerosene. If a remedy cannot other- wise be found let Congress revoke the charter Of the present monopoly and turn the maau- facture of gasover to the city authorities. ‘This plan has been found to work well la many cities. Let it be tried in this. oe Richmond, Va., is growing steat.ty and solidly. It now claims @ population of 72,500. Members of Congress would do well to care- fully scrutinize measures w they tntro- duce by request. Thousands of bills ant resolutions are introduced at every session which are never acted upon favorably. All these documents must be printed at the ex- pense of the government, and are sibse- quently sold as so much waste paper. Some of these bills are of the most absurd char- acter, and many of them are models of gram- matical inaccuracy. If members will first | examine these productions they will decline to compromise themselves and throw un- | necessary expense on the government by in- troducing them.
