STATEMENTS HY GENERAL BABCOCK AND MR. RANDALL. The Chicago /nev- Ocean of Saturday makes a lame attempt to implicate Secretary Bris- tow in the whisky ring frauds. The whole statement, which required two closely printed columns to relate, Is, in brief, to the effect that General Babcock has entered into an arrangement whereby he is to give testi- mopy vefore a Congressional committee which will implicate Secretary Bristow, and as tbe article says, protect Babcock from further legal proceaure. If Mr. Palmer, now the editor of the Infer Ocean, and formerly a member of Congress, had analyzed the trashy effusion. it would certainly have struck him, as it did others, as too silly for publication. It is assumed that the discio- sure to a Congressioaal commitice of a criminal or other character ensures the one making it immunity from arrest and legal action.
