Considering the great difficulties in the way of analyzing the operations of the numerous school systems in vogue, the report of the Commissioner of Education for and the expenditure per capita of pupils eproiled in public schools in the different states and territories for 1574. Massachusetts heads the list with an expenditure per capita of school enumeration of $1470; of pupils enrolled in public schools of $14.48. The remaining states report the following ——_—_— Per Cupita———. 15.25 ‘The legal school age in the several states and territories is: In Connecticut and Utah, 4-16; Oregon and Wisconsin, 4-20; Maine, New Hampshire, Montana, and Washington, 4-21; Massachusetts and Rhode Island, 5-1 California, 5-17; New Jersey, 5-18; Michiga Vermont, and Wyoming, 5-20; Alabama, Arkansas, Delaware, Iowa, Kansas, Minne- sota, Mississippi, Missouri, Nebraska, New York, Virginia, Colorado, Dakota, and Idaho, 5-21; South Carolina and Indian ter- ritory, 6 16; District of Columbia, 6-17; Geor- gia, Nevada, Tennessee, and Texas, 6-18; Kentucky, 6-20; Florida, Illinois, Indiana, Louisiana, Maryland, North Carolina, Ohio, Pennsylvania, West Virginia, and Arizona, 6-21. The attention of persons desiring to com- pare the public school systems is especially invited to this point of difference. The reform party in Baltimore complained loudly before the election of abuses in the city government, and promised, in case their candidates were elected, to institute a reign of honesty and economy in public expendi- tures. On Monday evening last the first branch of the city council, on motion of Mr. @ reformer, reduced clerks’ salaries 2,100 to $1,200 per annum, while the pay of the sergeant-at-arms and doorkeeper Was fixed at $% each, and that of the page at $400. Believing that what was sauce for the goose was ditto for the gander, a democratic member entered a motion to reiuce the sala- ries of members from $1,000 to $500 per an- mum. The motion was defeated by the votes of Mr. Hogg and five other reformers. This does not speak very well for the sincerity of the reformers. ———-see--____— A member of the Forty-thira Congress, who frequently presided as Speaker during the temporary absence of Mr. Blaine, ex- presses the opinion that the main contest for the next Speakership will lie between Mr. Randall and Mr. Kerr, with the chances in favor of the former. Mr. Randall he believes better qualified for the post than any other democratic member except, perhaps, Mr. Stephens, of Georgia, whose feeble health would preclude the possibility of his candidacy. Mr. Wood he regards as the least fitted for the place of any aspirant yet mentioned. He would make a fine- Jooking Speaker, and would preside over the deliberations of the House with great dig- nity, but would be found lamentably defi- cient in a knowledge of parliamentary usages. LS OFFICIAL ELECTION ResvuLTs—Official returns from all the counties In Pennsylva- nia but Sullivan give Hartranft (rep.) for Governor 11,648. In Massachusetts, Rice (rep.), it turns ont, is only elected by a piu- rality, his vote being 3,523, while the com. bined vote of Gaston (dem.), Baker (prohibi- tion), Adams (ind.), and Phillips (labor re- form), for Governor, foots up 89, Rice over Gaston has 5, All the others over Rice, In Maryland complete returns give Carroll (dem.) 13,035 for Governor. In New York, Bigelow (dem.), for secretary of State, has about 17.500. The Baltimore te, referring to THE STAR’s mention of its raid upon the candi- dacy of Sam Randall for the Speakership, takes oceasion to disclaim that it represents any faction or is enlisted in the canse of any particular candidate. Ali it asks is that in the election of Speaker, the liouse “will test every candidate by the highest standard, ree ject without hesitation those whose conduct cannot be squared with the National Demo- cratic platform of 182, and apply the Jeffer- sonian catechism—‘Is he honest? Is he ca- pable?” see. Mr. Randall's friends claim that be has thirty-eight votes to spare ou the Speaker- ship. Messrs. Cox and Wood declare that Mr. Randall cannot command 70 of the 171 democratic members. The New England democratic members al alt 1 favor Mc. Kerr. ? The National Burglary Insurance Com- pany is the latest corporation in New York. It insures against burglary, furnishes watch- men for unprotected buildings, etc. If it Will insure to arrest burgiars, it will do a thriving business.
