After the conclusive opinion of the Attor- ney General that the United States is bound for the payment of the District 3-65 bands, it portance, and we therefore give space to it in another column. He unhesitatingly de- clares that :—“ The obligation of the United States is most explicitly that the principal and interest of the bonds shall be punctually paid,” that “the words employed admit of Bo other interpretation;” that ‘so far as the District of Columbia as a corporate legal entity can be said to havea separate status mong the parties to the contract, it is a mere instrument or subordinate agent of the United States, having no powers, functions, authority, or it may be said any existence, save as established or recognized, and from time to time suffered to exist, or modified by the supreme overruling power of its creator and governor, the United Staies;” and that ‘by naming the method in which the United States designs to perform its obligations, » through taxation on the District, no limitation was impose upon the absolute and unqualified charackr of the obligation itself.” He alco adds that a legal lexicographer Would define the obligation of the United States as primary, and bot a mere guaranty. Anaccount of @ mutiny on board the ocean steamer Montana is published in the New York papers, and if the stories of passengers can be believed the rebellion of the crew against the commander was wholly justi- fied by the circumstances of the case. Three steamers, it appears, left ucenstown at the same time (the Montana being one of them) for New York, the understanding being that they were to indulge in a trans-Atlantic race. When two hundred miles out @ ter- rible storm struck the Montana, but the cap- tain persisted in keeping up fall steam in continuation of the race. The waves washed over ber decks and the passengers were kept in a@ state of continual terror. The saloons and staterooms were flooded and the forward part of the deck stove in; the pumps would not work effectually, being choked up with debris; and in this State of affairs the passengers earnestly pe- Utioned the commander to return to Queens- town. This he refused todo, when the crew held a consultation and unanimously re- solved to do no duty unless the steamer was putabout. On being informed of this tha captain recklessly replied, “Well, Ican af- ford to lay here a week; let the fires godown, and drift around.” This was actually done, and for more than twelve hours the helpless vessel was at the mercy of the waves. The passengers again asked, in view of the re- tusal of the crew to do daty and the fact that there were eighteen feet of water in the hold, that the vessel retura to Queenstown. Four hours later the commander concluded to ac- cede to the request and put back for Queens- town. On the arrival of the vessel it was found that she had sustained serious injuries and could not possibly have crossed the At- lantic in her shattered condition. It is apout time some effectual cheek should & put upon the disposition of steamer owners and steamer captains to make quick trips reganiless of the lives of the passengers and crew. Usually the passengers are quite helpless to protect themselves from these risks, but in this case the crew seem to have taken the matter into their own bands. and quite effectually. Perhaps the remeiy for the evil will be found hereafter in this direc- ton. +s0e- Jersey City has a very efficacious way of treating vagrants, which might be aavant- ageously adopted elsewhere. As early as September last the chief of police issued an order that all persons found begging should be arrested and their cases investigated. If found to be really in need they were sent to the almshouse; otherwise they were taken before a magistrate for sentence fora term in the workhouse. All male applicants for lodgings at the station houses were searchei, ‘and if discovered to be impostors or crimi nals were “sent down” as vagrants. Repeat ed applications for lodgings by the same per- son were to be considered also as a sufficient reason for a complaint of vagrancy. The result of these orders bas been that appli- cants for lodgings are now fewer by twenty- five per cent. than before the period of the order, and street begging has almost entirely ceased. One of the good results of the order was that parties arrested in some instances were found with burglars’ tools on their per- sons, and the authorities were thus enabled to \ake the necessary steps to protect the community from their depredations. —__.<66 Among the episodes of the celebration of the one-hundredth year of American Inde- pendence wil! be the discharge of fifty thou- sand pounds of nitro-glycerine at Heil Gate, near New York. Six thousand holes are now being drilled in the sub-marine rock for the reception of the explosive material which Wil! be placed in iron tubes, each of which Will have a direct battery connection, ba- sides being connected with the adjacent holes by means of a series of small tubes filled with nitro-glycerine. It is expected that the Simultaneous discharge of these blasts will demolish two and ahalfacresof rock. Some anxiety is feltas to the effect of such a tre- mendous discharge, but the engineer in charge says there is no reason to be appre- hensive, as 42,000 pounds of powdor were dis- charged in San Francisco harbor a few years ago, the only result betng the lifting of an immense volume of water to the height of two hundred and fifty feet. prombenessneannsiwsd The fact that several important sewing machine patents are about to expire has led to the impression that the price of the ma- chines would be materially reduced.
