Riggs is a son of Elisha Riggs, and Vaineason of Wm. Paine, both of New York. Young Riggs was president of the Washington ciub, in Paris, of which Paine wus a member. Itis claimed that the latter did not pay bis losses at eards with prompt- ness, and in consequence, one evening some months age, Higgs refused to sit at the same table with him. As may be expected, this greatly unnerved Paine, but be did not per- mit bimself at that time to be drawn to the commission of any overt act. He withirew ‘rom the room and awaited Riggs down stairs. When the latter descended he was slapped in the face by Paine.
