The fourteenth amendment did not @dd to the privileges aod immunities of a Citizen. It simply furnished an aiditional guaranty for the protection of such as he already had. No new voters were neces- sarily made by it. TIodireectly it may have had that effect, because it may have in- Greased the number of citizens entitled to suffrage ner the Constitution and the laws Of the states, but it operates for this pur- pose, if at all, through the states and the State laws, and notdirectly upon the citizen. If it had Leen intended to make all citizens of the United States voters, the framers of the Constitution would not have left it to implication. “So important a change in the condition of citizenship as it actually ex- isted, tf Intended, would have been expressly declared. The republican man- agers have decided that Hon. Alexander H. Rice, the republican candidate for governor, must take the stump. In the western part of the state there isa good deal of apathy over the republican ticket. The democrats have, as yet.entered upon no active cam- paign, but will find that Mr. Rice will se- cure a large following in the eastern coun- es. Both parties in New York are awaiting the verdict of the Chio eiection—which takes place one week from to-day—before entering upon active fleld work. The republicans are making & strong effort to retain possession of the state senate, and have thus far nomi- nated some of their best men for the interior districts.
