The founders of the city “ made broad its ways.” The narrowest streets were eighty rom bullding-line to building-line, and the Avenues, which traverse at various an- gles the rectangles made by the streets, vary in width from eighty-five to onc hundred and sixty feet. Until a few yea: enormous, uséles ished abuiters to pa ago these distances w nd a waste. It impover- ve them; and when paved it surpassed civic ability to keep them in re- pair. So in winter they were mud, in sum- mer they were dust. Six or seven years ago Congress authorized the parking of the cenler of the streets, (or most of them.) One or two such “ parks” were made—that is to say, stones were pat down on each side of the’ street, and for a breadth of twenty feet in the middie turf. It Was soon @ question Which was the barer and more disagreeable, the pavement or the park- ing. Tn the process of time there came to us— what I believe you have heard of in New York—a “Board of Public Works.” One of that board had an idea—he knew what to do with these dreary widths of street and ave- nue—and he and his fellow-members did it. First, they put the carriageway in the mid dle of the Street, and narrowed it to, sa from thirty to fifty feet in width; then’ the; put twelve to twenty feet of sidewalk 0: each side; and then the rest of the street was put into parking in front of and adjoining each house. A strip of from ten to forty feet in width was thus added to each house-lot. It was turfed by “the board,” and sometimes fenced. That done, their supervision ceased. The house-owner had as absolute jurisdic- tion over it as if he had bought it, except that he could not build upon it. He might put flowers, fountains, trees, in it. And, I may add, be did. These front lots, these grass lots, are cared for even by the humblest ouseholder, whereas with the center park- ing there was no one to water and shear and roll and manure it; but each house ith of the side parking has its custodian and cu- rator. ‘Taste has been cultivated, the appearance of the street has been benefited, and the pub- lic health promoted. All the advantazes of free circula¥on of air that come from bvoad Streets are conserved, as well as the great protection afforded by them against the Spread of fire; while the cost of expandet carriageweys, breeding dust and mire, is done away, and the many bygtenic influences that come from grass and plants are secured. Imagine a London “ navy ora New York “’longshoreman,” or @ 'Phila- deiphia “coal-heaver,” living in a house with from teu to forty feet of front yard, green with grass, spleadid with foliage and plants, and perfumed with madeira vine! It can’t done, unless you have an imagination as tremendous as the asserted Strength of the Keeley motor. __ But our Washington “unskilled labor” lives with just such surroundings. Don't Let Your Child Tattle. ~ Never listen to small unpleasant state- ments made by your child, if they relate to his fellows. Not that a child should ever be made to feel that he has 1.0 sympathy in his small troubles, but it is just as eaxy, aud even easier, to teach hima chivalric senti- ment of endurance while he is in the begin- ning of his childhood, as it is afterward. If his companions be selfish and arrogant, show him how disagreeable and despicable a qual- ity it is, and instruct him to abnor it in him- self. Complaining is In itself a mean-spirit- ed thing, a tattling is still worse, and a child cannot too soon comprehend its base- ness. And here a wise, strong and carefui distinction must be mude. While the child 18 brought to feel the full sympathy of the mother, and an entirely confiding habit is epeouraged about things that relate solely to himself, the small faults of his fellows are not subjects to be included in this confi- dence—they are to remain forever unspoken to her or toanybody.
