The state engineer and surveyor of New York in his late report on canals says he is clearly of the opinion that the question as to the economical and successiul adaptation of steam as a motive power upon the state canals is now removed beyond the sphere of physical experiment, and that ultimate and complete success now depends upon capital alone. A few evenings since Professor George N. Harding read a paper on steam propulsion on canals before the New York society of rractical engineering, in which he described he different efforts made to devise a practi- able system of steam navigation on canals, nd said that a glance at the great ship anals of Holland, the North Sea, the Saez cut-off,” and the proposed Isthmus, James river, and Kanawha routes, as well as the many advocated water routes between the Mississippi river and the Atlantic seaboard, assures us that canals have yet a great part to play, even In this age of fast freight lines and double tracks. Canals, he thought, will hold their own against steel ralls, air lines, and freight reduction, and improved railway facilities will result In the application of mechanical motors to our slack- water na gation. 7 =r Reference has been made in THE STAR to the civil rights case in Brooklyn, in the matter of the application of William F Johnson, a colored man, to compel the prin- cipal of a public school to admit his (the relator’s) son to the school. Jadge Gilbert, of the Brooklyn Supreme Court, delivered his opinion in the case yesterday morning, denying the motion for a mandamus. The decision seems to hinge on the fact that the relator contended that he had a right to select Such schools as he saw fit, the regulations of the board of education to the contrary not- withstanding. The court, in rendering the decision, holds that common schools are a public charity. The benefits conferred by them are a free gift from the state: conse- quently the state, like every other donor, may prescribe in what manner and upon what terms and conditions the gift may be enjoyed. Prior to the{civil rights act of 1573 the board of education of Brooklyn was, by an act passed by the legislature April 4th, 1850, given entire charge and direction of all public schools, and consequently participa- tion in the privileges and benefits of common schools forms no part of that body of polit- ical and civil rights which are protected and secured by the fundamental law. Therefore, Judge Gilbert says, the 14th amendment has ho application to the case. = In view of the freedom of Canada from In- dian troubles, which are unheard of within her borders, why cannot the United States Jearn a lesson she so much needs in Indian management from our unprogressive neigh- bor? Certainly, judging from results, the Canadian system of treating the red men must approximate perfection much nearer than our own, under which Indian wars are common and frauds of all kinds possible. The last report of the Canadian bureau of Indian affairs throws some light on the system under which the great body of the Indians are kept peaceable and many of them engaged in useful branches of indas- the Indians and administers them for their benefit. An account is kept of the financial affairs of each tribe, as well asof the sep. Srate legislative grants, and the tribe is ered- ited with the amount of money originally granted by treaty for cession of their lands to the whites, with annual interest on bal- ances to the credit of the fund, with the pro- ceeds of rents and sales of land and tim- ber, and finally with “transfers to other accounts,” meaning credits from all other sources. From these revenues the Indians de- rive means for their support, and for improv- ing their condition, with the addition of ieg- islative grants of money to buy see 1, blank- ets and implements of husbandry, or to as. sist in building public schools, or in forward- ing other works of progress under treaties As rule, the bands do not draw all they are entitled to, but keep it in reserve for the future. Generally the Indians are at work engaged in raising crops, and some of then bave become wealthy farmers. The report shows that for the past fiscal year the sepa- rate revenues of the tribes administered by the bureau have amounted to $259,739.62, di- vided as follows:—Interest, $153,083.63; spe- cial grants, $43.541.20; transfers to other ac- counts, $11,564.74; land, rents, timber, «c., $53,541.20. The expenditures were: Warrants and credits, $213,515.12; transfers to other Accounts, $11,864.74; total, $225,379.86. The balances to the credit of the fands aggregated at the begianing of the year $2,310.193.33, and at the end of the year bad increased to $2,544,603.09. The total cost of the In: per year is but receive from $200 to 8500 per year and super- intendents and commissioners from $800 to $2,600 per annum. All appointments are made by the Indians themselves, in council Assembled, approved by the department and confirmed by the Minister of the Interior. Leaving out balances, interest, and so forth, these Indians cost the country last year (over and above expeaditures provided for by their own revenues) as follows: Head- quarters, $9,550.00; Outposts, $19.210.00; Nova Scotia legislative grant, 54,700.00; New Brunswick grant, $4,600.00; Prince Edward Isiand grant, $625.00; Manitoba and North- West grant, $105,143.51, British Columbia, $29,000.00. In the United States we have, according to the last census, 343,712 Indians, the cost of whose support amounts to millions yearly. The telegraph tells us, however, of the case of a boy but fifteen years of age, “clothed and in bis right mind,’ who committed suicide yesterday because he dreaded going to school. There is a moral in this that inconsiderate parents would do well toheed.
