THE ALLEGED MARINE CORPS FRAUDS A True Statement of the Case. The Chronicle prints this morning several columns relating to alleged irregularities in the condnet of the business of ihe United States marine corps. The tenor of the pub- lication scems to indicate that Major Slack, the quartermaster of the corps, stationed in this city, Was responsible for all the short- comings set forth in the publication. From facts derived from the Second Con- troller and Fourth Auilitor of the Treasury, the following statement fully explains the irregularities charged, t'to whom the blame should attach. First of all, in order to explain THE CLOTHING TRANSACTIONS, it Is necessary to set forth the mode in which articles for the marine corps are pureiaset. When clothing is required an estimate of th: munt is tirsi received from the several mpany commanders. With this asa basis an estimate fs made, and the material neces- sery to make the several garments, for which requisitions have been previously made, is purchased by the «nartermaster, Ma Siack. After the materials are purel the firm of C. C. Baraum & Bro., of New York. are given the same to make up into clothing. HOW PAYMENTS ARE MAD. The bills of Barnum & Bro. for this are paid by Major Slack. make ervi But before he y payments, the following course is necessary to be pursued by the firm First, the clothing is inspeeted, to ascertain that the garments charged have actualiy been made. This duty has heretofore de- volved on Captain Maddox, stationed in Philadelphia. Atterhe makes the juspeciion and gives a certificate of the same to the firm, they in turn wresent the bill to Capt Maddox, aecompanied by his inspection eer- fe. Then Capt. EARNUM & BKO'S. LIETLE GAME. By some means Barnum & Brother ascer- tained that the amounts of the bills whieh they made ont in biank were not filled up by Capt. Maddox, the inepectin ficer in Phil- uielphia. Some time azo they resolved on a bold move. They mice a bill out whieh would cover twe nousand dollars, for clothing w y had not mannfac tured.
