This letter, which is intended to be the first ofa series, is devoted to the origin and work of the board of Indian commis- sioners. It is to be followed by five others, devoted, respectively, to the following points: The powers and results of tuvesti- gating commissions raised by Secretary Delano; that officer's knowledge of frauds in the Indian service; the existing mode of nominating Indian agents and their respon- sibility to the church and to the government; the Red Cloud agency; remedial sugges- tions. As stated above, Mr. Welsh ought to be a competent witness, and he makes charges Which cannot be overlooked or pooh-poohed ifitisexpected by those in authority that they and those that are to follow will not have weight with the public mind. At the same time, it is evident from its style and tone toward both the department and the Present commission that the letter now pub- lished is largely inspired by personal feeling, and that the memory of a grievance of some kind had probably as much to do with its production as a regard for the public good. ‘This fact will, with fair minded people, go very far to weaken the force of the charges until they shall be backed up by the most con- Vincing proofs. oe A lamentable oceurrence, the result of gross carelessness, cansing loss of human life has been brought to light in Baltimore. It appears that a well-known physician of that city while ending @chlid for scarlet fever had oceasion to “mop” Its throat with camel's hair brush and that in so doing the brush became detached from a penholder Which had been inserted in the quill handle and passing into the windpipe caused the death of the little ‘one from suffocation ten minutes Jater. The mother of the child as- serts that when the brush became detached the physician exhibited great excitement and immediately plunged his hand into the child’s mouth to recover it. This the phy- sician denies asserting that when the brush became detached it was lying on the child's tongue and he could readily have secured it had not the mother become excited aud in her frantic efforts to obtain it pushed it further down the child's throat. A singular feature of the case is that the physician In giving 4 certificate of death gave the cause @s scarlet fever. He didso hesays because the child had been suffering with that dis- ease,and he did not deem it necessary to enter into any explanation in regard to the accident which be admits was the immediate Cause of death. Robert MeWade, an imitator, and a toler- ably good one too, of Joe Jefferson in “Rip Van Winkle.” bas sued the Irish play-wright and actor, Dion Boucicawit, for libel con- tained in a letter written by the former to the New York Herald, to the effect that Mc- ‘Wade was a “dramatic pirate.” It is said this action grows out of the litigation ia re- gard to the play of the “Shangraun,” Bouci- cault’s latest dramatic preduction. It is probable that Mc Wade's assumption of the character of “Rip Van Winkle” in his own Version of the play of that name, had some- thing to do with the prolific play-wright’s resentment, as he Is the author of the “Rip Van Winkle” of Mr. Jefferson, McWade's “Rip” being substantially the same thing fo far as the incidents of the play are con- cerned. Nevertheless it is somewhat amus- ing to hear Boucicault denounce any one as # dramatic pirate, when dramatic authors generally agree that that epithet truthfally applies to him. Still it must be admitted that Dion exercises taste and judgment in his appropriations, as bis three or four hun- dred plays, many of them “hits,” attest. THIS MUST bE “SARKASM.”—People in and about Washington familiar with the facts in the case will read with a smile the following sober statement, clipped from the editorial columns of the Chicago Tribune of the 16th inst: “ The advant: to the government of hav- ing secured Mr. Elmer Washburn as cbief of the secret service is again aptly tlustrated by the discovery of the thief who stole the $37,000 from the United States Treasury, the loss of which has so seriously disturbed Gen.
