Our board of assessors who have been ap- pointed to make the new assessment are cit- izens of good jadgment and experience in municipal affairs, and they may be counted upon to give intelligent attention to their duties. The only drawback to the satisfac- tory performance of their task is the brief time allowed by the act of Congress for its execution. They are now busily engaged in locking out the outlines of their plan of operations, so that the work can be exeeated with dispatch, and at the same time with ac- curacy and fairness. It is manifest that the Work of equalizing the assessments and cor- reeting the TS and unfairness of pre- vious assessments Is to be a task of no small proport mmissioners and asses- sors will ove to give careful thought to the matter of the rate of upon real estate in order that not fall upon property-holt- The requirement assessed at its full and true value we presume, be inter- preted by them as the same law is interpreted elsewhere. where in force; and that is the value it wili bring under the hammer under all cireumstanees of financial panie or other causes of depression. The proper rate of as- sessment under this requirement ts clearly set forth ina late statement by Mr. George H. Andrews, president of the New York Tax Commission.
