EVENING STAR. WASHINGTON: ‘TUFSDAY.. ..March 16, 1875. Largest Cirealation in the District | all, on alation of the Eventi Star Daily Cireu of ng Total Circulation for the Week,.... Average Daily Circulation,... A Batch of Almanacs. The number of almanacs of a statistical character is Increasing largely. We have before us six of this class, and this is but a portion of the list now published annually. The standard Tribune Almanac from its ‘compactness and handy arrangement of con- tents continues to take the lead for the gene- ral purposes of an almanac and politi- eal register. The New York Herald Almanac is a pretty large volume of nearly two hundred pages, but its arrangement of contents is sprawling and unsatisfactory, and the typography is not what it shonld be, coming from the Herald office. A specialty of this almanac is the full and apparently accurate financial and commercial report for every basiness day of the previous year. The Philadelphia Public Ledger Almanae, like the paper with which itis associated, carries condensation, and per- spieuity of statement to the utmost point, and is therefore able in its 56 pages to compress @ large amount of statistical information, though it does not undertake to deal with elaborate political tables. The Ledger Al- manac is not offered for sale, and none are sold, but Mr. Childs supplies every Ledger subseriber with a copy, and todo this amam- moth edition of about one hundred thousand copies is requisite. The Pittsburg Leader Almanac is one of the new comers into the statistical almanac field. Its data seems to be prepared with care, but typographieally it is not quite up to the mark, and its appear- ance Is further marred by the insertion of job type advertisements in the reading columns. The Alta Calitornia Almanac, published from the office of the paper of that name, has for its specialty a post office list, ineluding all the places of any note on the Pacific slope of the United States, and also of of Montana, Wyoming, Colo- rado, and New Mexico, portions of which are on the Atlartic slope. This list supplies in- formation as to all the points where there are telegraph and express offices, as well as post offices; a feature worth following by the almanac makers on this “slope.” The New York Almanac is a rather handsome, well- printed affair, with illustrations that are not altogether new. ——~.+8e- Still Diseriminating Against Wash. ington. As a further illustration of the manner in which the Baltimore and Ohio railroad sys- tematically discriminates against Washing- ton and in faver of Baltimore, in the matter Of freight rates, one of our leading business men shows us freight bills of that company charging [0 cents per hundred from W1 heeling to this city, while from Wheeling to Balti- more but 42 cents is charged by the same company, though the distance is forty miles greater. That ts to say: the Baltimore and Ohio company charge $ cents per hundred more for freight from Wheeling to Washing- ton than to Baltimore, forty miles further. And yet if is understood that Mr. Garzett every tow ard then expresses astonishment that such a “prejudice” should exist amongst the business people of Washington against bis road! +2202 - —___. Sine qucstion of prison reform has not only been before several conventions in this coun- try, but will be brought before an Inter- national Penitentiary Congress to be held this year in Europe. The United States will send delegates, which were recently author- ized by Congress and an appropriation made of eight thousand dollars to defray their expenses. In some of the states prisons, however, efforts have been made, and cer- tainly in one case with apparent success, to give the convicts a moral and educational training, that they may have at least quali- eatiors for leading a better life when they are released from their term of service. The Boston Globe of Saturday speaks of an exhi- bition given by the graduating class on the previous evening in the Massachusetts State Prison at Charlestown. The prisoners were all present, with the exeeption of those con- fined to their beds by sickness, and these, with a number of visitors, completely filled the chapel. The exercises were peculiarly interesting, not only from the strange char- acters of those who performed. but also on @ceount cf their general excellence. The Programme arranged consisted principally of declamations, readings, coneert reading and singing. The men who delivered th deelamations have had but few educational advantages outside of the prison, and, although they have been in training but a comparatively short time. showed a marked proficiency, and exhibited a higher degree of excellence than do classes representing a similar grade in the public sch: Several gentlemen interested in prison reform and education were present. The aranee of these gentlemen seemet to : oners and call forth tl the exhibition was a the previous one, guished men were This day shoot has effect, as many of th unruly of the conv school and not only obeyed a ts roles and acted up to its requireme ts, but have been more faithful in the pe rformanes of thelr other duties and much better behaved. On the whole, the convicts have “acted much better than might have been expectea, and the school may be called & success. Secretary Fish an 1 Minis: ashing are @ntitled to credit for the address with which they conducted negotiations looking to the Payment of indemnity by Spain to the United States on account of the Virginius outrage. We may congratulate ourselves in having Cone better in a pecuniary sense than Great Britain, which country demanded and re- ceived $2,500 each for waite citizens on board the Virginius and but $1,500 for colored men She thus made a discrimination againsi colored men, a precedent which Secretary Fish declined to follow, demanding and re- ceiving at the rate of $2,500 for each of the crew slain “without regard to color or pre vious condition of servitude,” and a stili larger sum for officers. A comparison of “the votes cast in New Hampshire at the last election with the num- ber cast in 18T2, shows that the vote this year exceeds the total vote for President in 1572 by 10,416. Of this increase the republican gain, as compared with the vote of 1872, 2,272 votes, and the democrats gain 7,363; which shows that a good many democrats did not vote for Greeley. Comparing the increased vote of this year with that of last year, we find that the republicans gain 5,207, the dem- ocrats gain 3,179, and the prohibitionists lose 1319. Supposing that this loss of the tem- perance vote is part of the republican gain, | ‘and deducting it, we find a republican gain, swide from this, of 3.978-799 more than the ain of the democrats. —————— Our eather, so far, has been only spring + so, but to-day it is positively scrampti- t> ST.
