The Austro-Hungarian mon- archy keeps up its € y in time of peace to the standard of aq of amil- lion of men and its military organization is based on the necessity of raising its entire force, in time of war, to eizht hundred thou- sand. The army of France numbers on a peace footing half a million ofmen. and those available in time of war are reckoued at over a million. The French people have willed another war with Germany as clearly as a nation can come to any united resolve. But it is obvious enough that Germany may not choose to bide the time of France for renewing the At present France could not safely go to war without a powerful ally. It is stated that the House Committee on Banking and Curreney will report a bill pro- Viding that the internal revenue and postage stamps shall be printed by the Bureau of Ea- graving and Printing; but that one or more impressions of the currency printing shall be done outside of the Treasury. That is to say, the printing of the latter is to be divided with the bank note companies. While, in View of the fact that the entire work cannot probably be executed in the Treasury Build- ing for want of room, it may be well that the Printing should thus be divided, the bill equire that the entire printing should Washington under the supervision eument. The New York bank note companies have expressed their willing- ness to do the work here; and they should certainly be required to do so. It has always been an awkwart, absurd cir- eumlocutory process, bandying the packages Of notes about between Washington and New York in the process of printing; not only in- volving heavy expenses for express tolls, but Placing large sums of money continually in danger of loss under all the contingencies of railway travel, cartage, &¢., &c. There is No more reason why the government note printing should be divided between New York and Washington than that the govern- ment coining should be divided in the pro- cesses of stamping and finishing, between different eit ——_-<e--____ The Amenities of Railroad Travel. ‘There passed through the city this morn- ing the remains of Mr. P. B. Gilbert, a prom- inent merchant and member of the Masoni fraternity of New York city, accompanied by his wife and daughter, and under Masonic ‘Templar escort from Richmond. Mr. Gil- bert died in that city, Monday night, under the following circumstances : He was trav: ing through North Carolina, by rail, being then in full health, and fell asleep in one of the seats of the He was awakened by a chilly sensation, and found two windows open, one on each side of him, and the bitter cold night air was streaming in upon him By the side of one of the open windows was Seated a youpg woman who had apparent- ly been moving from one window to the other. Mr. Gilbert ne recovered from his chill He took to his bed in Richmond, and died his wife and daugh- ter could bis betside. This sad event is very suggestive of the great neglect of the amenities due among railroad Unfortunately the majority of our people, when they start out on a railroad journe a they throw off the restraints of home courtesy and beeome independent of them, when they Should feel just the contrary, and endeavor always to adapt themselves to the wishes and feelings of the majority. It is not a pleasant thing for the wife traveling to the death-bed of « husband to have her ears con- Stantly ringing with the loud and boisterous laugh of a set of thoughtless young men, or the whistlings and singing of unrefined yet conceited persons who imagine themselves discoursing melody. The drinking of whis- ky out of the common glass is also a dete table, unzenilemanly practice, and there are many others which rea selves to the consilerate t to think that the present instance is not the only fatal one resulting frou cruel not tosay ¢riminal inconsiderateness on the part of Failroad passengers. Railroad companies shoul es- tablish am! enforce the strictest rules in con- nection with comfort and good orler in their eats. ‘The very summit of impudence has beea the representatives of the express companies who are asking Congress to repeal y the law allowing merchandise to be carried in the mails on the ground that, on account of the low rate charged therefor, they cannot compete with the government in that line of business! Well, suppose they can't.
