As to the flat asser- tion that popular government is a failure in Washington, as instanced by the late lower Bouse of the District legislature, we must «im- Ply sey that we don't believe ihe people a ashipgton have tried to govern themseiv: Is it any more difficult to govern Washington than it is other cities of equal or greater size Sn¢ larger population of the illiterate and the untaxe opular government has not fa‘led there; it bas not been tried. Among the enumerated powers ot Congress in the Constitution is that “to exercise excinsive legislation in all cases whatsoever over the district of Columbia;” and | the House Judiciary Committee, in their report upon the legal relations of the District of Co- | jumbia and the United States, state that they | understand this clause of the Constitution “i ‘vest in the Congress of the United States abao- Inte legisiative authority over every rightful subject of legislation within the District, with. out any reservation whatever to any State or States,or tothe people within the District itssif.", And again, the committee say: “In strict legal sense there can be said to be no such thing as a local government of the District of Columbia, for there can be no government within the Dis- triet independent of that of the Federal Govern- ment” ‘The debates which occurred on the adoption of the Constitution suggests the rea- fons which impelled the States to provide for this exclusive control by Congress; that it was necessary to bestow dignity and independence upon the government. But whstever the reasons, the fa: remains that the Constitution does #0 vest in Congress, thie ‘“‘exclusive legislation in all cases whatrcever” over this District. If is doubted by lawyers of standing if Congress can delegate the right to the citizens of the District to par- ticipate in the exercise of this power. Certain it is that they cannot delegate any powers really worth having. If they allot us a delegate in Congress they do not give him the right to vote;and @ representative who has no vote in that log-rolling body is of exceedingly I weight. They can give us a so-called legisia- tive bedy, and then spend a considerable por- tionof their valuable time every session in re- scinding the acts of that ‘legisiatare. But our Hprirgieid friend thinks the people of Wash- haven’t tried to govern themuelves; and s if itis more difficult to govern Wash- ington than it is other cities of eqaal or graater size, ear larger populations of the illiterate and nkly we may say that we know of no city where the tax-payars end bepa-fde citizens are so hopelessly swamped the illiterate and untaxed as Warhington. From the nature of the case the seat of government always will be overr: ‘un by & toating population of non-taxpayers. To say nothing of the large number of government employes, who are generally non-taxpayers, we | have here always a goo prinkling of office | teekers, originally from the States, but atranded here so hopelessly, apparently, that they con- sider themselves qualified voters in Washing- tou, though paying no taxes. Then we have the immense “contraband” army brought upon us by tne war, and who have been kept atloat here by our locsl politicians tor voting ma- terial. To-day thousands whoshould be st work on the farms of Virginia and Maryland, where their labor is sorely needed, are loafing about Washington, subsisting on stray jobs, charity or worse; and for whose support through the winter months Congress will be called upon for &n appropriation this session (as it has rega- larly in past sessions) to enable them to pull through until the political strikers can utilize them at the pells again—in case the gs-lorious right of electing “legislative assemblies” is re- | stored to the District. | Under these exceptional circumstances it is | not very strange that the tax-payers should not banker to any great extent for the right of euffrage. Like Dicken’s much- | whipped charity boy in his tribulations | learning the alphabet, they doubt if it is worth while going through so much to get so little. As Congress has «supreme legislative power over the District” they prefer, as at present ad- vised, that Congress should exercise that power ‘The official returns of the election in Mary- Isnd lest Tuesday for members of the Forty- fourth Congress show the following majorities ‘The first Congressional district gives Thomas, Gemocrat majority, including an unofficial | return trem Somerset county; the second district gives Roberts, democrat, 2,341 majority; the third district gives O'Brien, democrat, 4,4 majority; the fourth district gives Swann, demo- | 24 majority; the fifth district gives Hen- | kle, democrat, 1,410 majority; and the sixth dustrict gives Walsh, democrat, 77 majority, making an aggregate democratic majority in the state of 15,963. ~--e--___ In some of the political speculations afloat it ig set Gown as one of the results of the demo- crate securing @ majority in the next House will be the election of a democratic President by that body, in case there is no election by ths people. It is therefore well enough to call to mind the fact that when the election of President gves to the House, the vote, as prescribed by the Const tution, “shall be taken by states, the represen- tation from each state having one vote; a | quorcm for this purpose shall consist of & mem ber or members from two-thirds of the states, and 8 majority of al! the states shall be neces: | sary toschotee” The democrats have carried eighteen states ont of thirty-seven, and need one more to makes majority.
