In fact, the mortality this sea- son, though the temperature has been ex- ceptionaliy low througheut the country, is rather above the average in the large cities. In Baltimore there has been a large mortality, wainly from cholera infantum, and a like mor- tality is noted im other cities. Ia Brooklyn for the week ending August Ist, there were 310 Ceaths,of which 200 were of children under 5 years of age. In Chicago for the same period, the deaths were 320, of which 262 were children | under 5 years of age. For the same period in New York, the deaths were 861, of which 490 were children ander 5 years of age, and in Phil- | adelphia for the week ending August 8th, there | were 315 cesths, of which 191 were children | under 5y.ars of age. In Washington for the fame period, there were {7 deaths, of which 63 | were under 5 years of In San Francisco | Guring the mouth of July, there were 351 | Geaths, of which 146 were under 5 years of age. If this mortality im infant life in our crowded Cities is ever to be stayed, it will probably be only by providing public sanitariams in mountainous or hilly regions, where fam- lites can be provided tree of cost with saltable grounds and requisite accommo- | Gations for camping purposes daring the sea- son +o fatal te infants in the cities. Arrange- ments sLould be made by city authorities at the fame time for transporting the families of the Poor, either gratuitously or at @ nominal fare, to the sanitary grounds. Some such plan as this has been heretofore urged very intelll- gently in the medical publicstions by Dr. Toner of this cit, The Alerming Increase of Incendi- arism. It cannot be disguised that the present out- break of incendiarism in Wa-hingten is some- thing alarming. Not for sesra or since the time when ruffianty political ciubs, organized as fire companies, made themselves s terror to Property- holders, has there been the same num. ber of incendiary fires within the same time as im this city within the lasttwo months. And these occur at a season of the year usually com- Paratively exompt from fires. In winter they are more frequent. The police have now a very important ana imperative work before them in getting st the bottom of the agencies or conspi- | racies that are responsible for these fires. The District Commissioners, too, will doubtless eee the necessity for prompt action on their part to reach the guilty parties by the offer of rewards fer their detection or otherwise. Thus far, owing to the activity of our fire department no widespread conflagration has resuited from these persistent attempts at incendiariem, but this exemption from a great calamity cannot be counted upon always if no steps are taken to detect the gang who are seeking to fire the city We suggest the desirabfity of prompt and vig- erous action by the District aud police authori- ties. — os — Much bad been said of late of absentesiem in | the government departments, reference being especially mae to the beads of departments | and bureaus. There is nd dou st that indiscrim- inate absenteeism has grown to be a serious evil demanding aremety. All sensible people Tecognize the propriety of giving governmen clerks # month’s leave during the year, but these | leaves are arranged with reference to the busi- ness of the division in which they are ewployed, and insuch ‘ay a8 not to interfere with or in- terrupt the work of the offic Why would it not be @ good idea to extend rate to the | heads of departments and bureaus? In some of the departments it frequeatiy happens that not j only ie the head away, but thechiefsof bureaus are algo absent at the same time. The result of | this is delay in the transaction of important business, since subordinates temporarily placed am charge seidum take the responsibility of act- | ipg on matters of moment, and prefer to wait until the arrival of their chiefs.
