BURIAL OF PAUPERS. Messrs. THE POLICE TELEGRAPH. Permission wae given Major Kichards to make the necessary openings on the streets, avenues and roads im the District of Columbia for the erection of telegraph poles and the construction and ezection of the police telegraph; provided a neat pole, of uniform size and pattern, be used, and the pavements be restored to their present condition, and no obstruction be caused to the streets, and that all the expense incurred ba paid out of the fundsof the Metropolitan police. REPAIRS ORDERED. The engineer has directed the contractor for the improvement of 9th street, between © and Boundary streets, to repair the street at once. Mr. Peter Campbell, chairman of the com- mission, was called on, avd stated that as sach he bad received @ communication from the Commissioners of the District adverse to the erection of the market. He was present to answer questions, and befor peg farther he would state that the failure to erect the market-house was not chargable to the com- mission nor the contractor. The commission had done all in their power, and after entering into @ contract tuey waited on the Governor (Cooke) and urged that the bonds be negotiated, but they were put off from time to time. They finally asked that the contractor ba allowed to take the bonds at 90 cents in the dollar, which he bad agreed to do, but the Governor declined, alleging that it was too low a price. These bonds were 7 cent. bonds, and about the same time the Governor negotiated the bonds of the Board of Public Works, 8 per cent., for §7 cents. The contractor then said if they would guarantee that he should be paid, he would go on, but he could get no such guarantee. Gov- ernor Shepherd did not meet the commiss.on, but he would not — that it was tor want of interest. Governor Shepherd recognized the necessity for the market. He thought that the Commissioners of the District had not posses- sion of all the facts when they made their reply to the committee. Mr. W. A. Cook said that although by Jaw all appropriations lapsed after fifteen months, it was very doubtfal if this contract was affected. This was valid at least until the 1st of October. Mr. Lemon stated that a gentleman had invested $60,000 in the neighborhood where he understood that the market was to be built, and that gentleman he had no doubt would contribute towards the market.
