CROSBY 8. SOYES.......Eaitor, Largest Cirenlation in the Distriet Reading Matter on Every Page WASHINGTON CITY: THUE?S baY. .-..Augast 13, 1874, ‘The Star by Mail. Persona learing the city for the eummer, or | any portion of it, may have Taz Star sent to “heir addrees for such time as they desire, at the rate of fifty cents per month. Orders, ac- companied by the money, should be sent to the business office of the paper. Where to Advertise, ‘Tux STAR has now a circulation very mach larger than that of all the other city papers combined, reaching every household in the | District and a wide range outside. The result | is that Tux Stax affords unsurpassed advan- | tages as a medium of communication between all classes of the community, in the way of the adjustment of demand and supply. ——— “Save the Trees. There is one thing connected with the beauti- ful shade trees of Washington that calls for early attention at the hands of either the public | authorities or private citizens, or, better still, perhaps both. We refer to the necessity for some steps that will securea sufficient supply of | moisture to their roots, and particularly of those | planted along the foot-walks snd carriage-ways | throughout the city. This is especially true of | the older ones, or those set out before the matter came into the hands of the intelligent and ef- cient gen'lemen now charged with the pleasant duty of planting. An inspection will show that im a large number of the old cases thé brick or concrete enclosure around them is so small as only to accommodate the trunks, at their pres- | ent increased size, leaving bat Iittle space for | the conduct of water to their roots, and in not a | few instances littie or no room for future growth. The consequence is, that, even at this early date in the summer, the leaves on many of them are losing their vigor and fading in color,—fore- | telling speedy decay and early death, uviess helped along py iarger earth space around them and an increased and regular supply of water. This attention was not necessary in the old order of things, when the foot-walks were but partly paved, and the streets only loosely covered with cobble-stones, or not at all. Then sufficient water found its way through the surface of the earth to keep up the nataral vigor of the trees and insure a steady growth. Now. however, with both carriage way and foot- walk covered with a proof paving, the | natural channels to the roots are all closed up, and the only canal for supply is the very small enclosure ieli unpaved around their trunks. [t | is necessary, therefore, that these spaces should be enlarged very considerably, and at the same time some of the earth should be removed so as to leave the enclosure in each case in the form of a basin, to receive and hold all the water possible from falling showers. And not this alone. The supply trom raina should not be depended on, but every person should see that an extra supply of water 1s furnished to all trees on or in front of their premises at all seasons, either through a stream from sprinkling hose or carried in a bucket, if necess>ry. The tree commissioners, to whom the city owes so much for its present beautifal appear- ance, as well as for what it promises to be in the future, have been wise and far-sighted enough to leave ample space about the young trees they have set out, so that no enlargement is necessary in those cases, for the present, at least; but even with that precaution a regular and full artificial supply of water will be found essential to vigorous and healthy growih. Un- less it ist , We feel convineed that the | people of hington will have occasion at no very distant day to regret their neglect. Indications of troubie in the republican ranks | im Massachusetts, growing out of the coming nomination for goveruor, ave rapidly increasing. As the democrats intend to nominate a cardi- date square @ to prohibition, they ds- | sire to make issue with the repablicaps on this | measure, believing that a majority of the people of the state are tired of a law which cannot be enforced. The question with the republ'cans, therefore, is whether or not they w:il aczspt the issue ard nominate a probibitionist. If go, | Gov. Talbot will be their most eligible man. Some of the leading republican journa’s desire | to avoid the prohibition issue, believing that if the party accepts it it will be defeated. The | Springfield Republican eays there are a good many republican voters in Massachusetts who do not believe in probibition, and who do not reluh the idea of accepting an ultra-/ prohibitionist upon compulsion, r< their candi- date for governor; towbom, in fact, the Talbot |" candidacy, under existing circumstances, is & peculiarly unpalatable case of boiled crow. Henry L. Pierce baving declined tbe candidacy in advance, those who are still talked of, inde- pendent ct th ¢ prohibitory aspirant, are Alex- | ander H. ¢ of Boston, Hemy L. Dawes of | Pittetield, Jehn E. Sanford of Taunton, and Dr. George B. Loring of Salem. The Spring- | tiela Repullican says there is justone manin the state (Henry L. Dawes) whose appearance in | the feld at an earlier stage of the canvass | would, in all probability, have sent Mr. Talbot to the right about, without disrapting the party; whore appearance there, even now, might per- haps avert the perils with wh‘ch the Talbot candidacy een by the sbrewdest republican politiciars to be fraught. Exactly what part Gen. Butler intends to take in the matter has not yet been ascertained. A specch in pam- phiet form highly eulogistic of Butler is circu. lating throughont the state, and this is regarded by many asa “‘feeler,” put forth by the gen- eral. ai The Anderson school of natural history at | Penikese island flourishes, notwithstanding the | death of its founder, Agassiz. The applications for admission this year were more than double | the number that could be sdmitted. Aside from | the opportunity for study and investigation | offered, the island is delight’al as a summer resort. A letter from there states that last year there was not a case of sickness among all the | scholars, many of whom went much ran dowa by sedentary labors. The eagerness with which students and teachers sesk admission to the | schoo! shows how highly its peculiar advantages are appreciated. -+-+- Dead heads on the cars need not be harrassed | by the thought if they have their preolous limbs | broken by an accident or their baggage de- stroyed or lost, that they cannot recover dam- eges from the railroad company. The sapreme court of Minnesota has just rendered a decision | that the conditions of a railroad pass professing | to exempt the carrier from responsibility for | injury to person or property of the person gra- tuitously carried, do not s+ discharge the car- rier. Similar decisions have already been made by courts in other —_— We print elsewhere th the able report of Lieu- EZ tenant Hoxie, engineer to the District Com- Boyntoa’s recent se-monon the by the proh'bitionist« tcorm the pulpit and through the newspapers as sermon in favor of license, the reverend gentleman replies through the columns of the Cincinnati Gacrtte to bis a sailants, saying that they misquote him, as in bis sermon he explicitly retuced to argae the expediency of s license law, becanse this ques- tion is fully discussed in the daily papers. He then asks: “« Is it truthful or honest to represent this as an argument in favor of license? Presaming that my assailants really wish to know what the argument of the sermon truly is, I reproduce jor their instruction the main and the essential point: * When the state bas po present power to vent or remove an evil. then, to lay upon it uch burdens and impose such ‘limitations and | restraint as public sentiment will bear, this is not. properly speaking, to license; that is to it the sanction of law; it is merely to while we must, and restrain as far as ‘This principle is clearly nted in the ‘Seri. tures, and is acted uson by Godin His govern- ment’ of the world.
