- July 25, ‘7 The Star by Mail. Persons leaving the city for the summer. or Spy portion of it, may have Taz Srap vent to their address for such time as they desire, at ‘tho rate of fifty cents per month. Orders, ac- companied by the money, should be sent to the ‘Dusiness office of the paper. Where to Advertise. ‘Tae Sta® has now a circulation very much larger than that of all the other city papers combined, reaching every houschold in the District and a wide range outside. The resalt | is that Tae Star affords unsurpassed advan- | tages as a medium of communication between all classes of the community, in the way of the | | atetia \ Are not civorces obtained eantienn aaa easily in the | District of Columbia? Whether it ts on account | | Ot the looseness of our laws on the subject, or in| the liberal copstructioa given to them by onr | courts, we do not know; bat, at the rate the marriage knot is untied by forms of law here | now-a-days, there ts danger that Washington will have as bad a reputation in this respect as ever Indians or Chicago had in the very worst epoch in their history,—when they used to bea by-word and a reproach, as nearly everybody remembers. What the full statistics on the subject for a series of years would show, we have at present,| no meansof knowing; but we are satisfied the exhibit would not be very creditable to our community. It would be pretty certain to es. tablish one of two facta,—either that divorces can be obtained here on too slight grounds, or that the offenses justifying « legal separation of | man and wife are too numerous to argae a very | found state of morals. The first named hy- pothesis we suppose to be the true one; and this supposition is strengthened by the fact that the records show & large proportion of the appli- cants for divorce to be residents of or to have | been married in other portions of the country. And this fact in turn gives rise to and jastifies | the belief that dissatisfied couples resort to this | District on account of the facility with which | —— Givorces are obtained here, just as they used to | domicile themselves temporarily in Indiana or Chicago for the same reasons. | Whether’ the cleimen | catleoots As stated above, we have no statistics fer a term of years, but some figures which we hay pen to have bearing onthe subject for a portion | of the present month of July are decidedly | suggestive, and demonstrate more forctbiy than anything we could say that there is something radically wrong, either in the lawsor in their administration. These figures show that from the Ist to the 20th of the month thirteen divorces were grantet, in addition to which not less than. eight applications were filed. During the same period of time one hundred and thirty-one mar- riage licenses were issued. Now it is safe to assume that of the eight applications for di- vorce at least six will be granted; but, throwing them out of the account altogether, it will be seen that, for the time stated, the number of divorces granted stands to the number of mar- riage licenses issued as one to ten ! It is porsible that this ratio would not be kept | up throughout the year; but that it should exist for so long & time as any consecutive twenty days show: condition of things that is some- what startling, to say the least, and one which may well challenge the thoughtful attention of those charged with the duty of framing or ad- ministering our laws, not less than of those who are studying and endeavoring to solve in quieter ways the various and varying social problems as they rise and demand consideration from dag | to day. = s20-- One of the most important matters which our Board of Health has had under consideration is that of protecting the community from adal- terated food and drinks. The Washington cor- respondent of the Albany Tim-s thinks the | District Commissioners sould give the board a | belping band wherever needful, aul “should Particularly imtorse Dr. Verdi's proposition to establish a bureau, undera competent chemist, to analyze the food and liquors oiferel for sale | in the District, and to publish thos: which had undergone adulteration, defrauding the con- | fumer, or which besides being fraudulent were | deleterious.” He suggests that heavy peaaltie | Ought to be lega‘ized on the very often uncon. | scious venders with facilities for them to re cover, with costs and damages, the fines im pesed on them, from those who furnished their | goods, and these in turn to be entitied to re- cover, up to the original adulterator. This, after many years of opposition en the part of the retail dealers, is being very beneficially carried out in Great Britain and other coun- tries. In the articles of tea, cottec, &c., there is considerable adulteration, and a medical man of enlarged experience gives it ag his opinion that | tbe majority of cases of delirium tremens and of the acts of vivlence to which inebriation leads, | are due to the adulteration of liquors, and that to the eiulteration, bad preparation and exceas | in food is owing much of the political, social, | sectional, and congregational ixtolerance and ll-nature of those who believe themselves pa- triotic or pious, or both, when in fact they are Only bilious or dyspeptic. —— The tnd dians make very poor soldiersin com. parison with white troops. As scoats and bash- whackers they are are more successful, and io these capacities friendly Indians are of mach service to cur troops on the plains. At the late Sight with the Sionx in the Wild River country the Sho-hones wecompanying our troopsshowed | the white feather, and, while the soldiers were charging pell-mv into the Indian camp and Going gool execution, they rtmained in the fring at long range and watching an op- | portunity to steal the enemy’s ponies. “It was in vain,” saysa letter describing the engage- | ment, “that Usptain Bates and Lieutenant | Young urged them to close up and charge the | Sioux, but they seemed satistied to howl and | steal.” Lack of discipline mainly accounts for | this. During the war of the rebellion there were reversl hundred Indians in the Union | army, and being under proper discipline they were equally conspicuous for gallantry with | white troops. s2e0-- ‘The Maryland legislature at the recent session Paseed @ Dill as a democratic party measure which would have taken the contro! of the police force of Annapolis out of the bands of the city au- thorities and, according to the Baltimore Ameri- can, have doubled the expense of the force. The circuit court for Anne Arundel county yester- day gave unanimous decision against the con- sututiouality of the bill. ——+s00- @ nto account its sentiment, date, <c., the little bit of poetry by Theodore Tilton, which will be found in another colamn, is not ithout interest and significance at this tim WESTER bane TEA cavgca, Detween Idch and S0-be BUBDAY, the Ink Sila tries Bee ae The pebticare vi BMED EPiscoPat EENCOLN en BUNDAY Sermon by } 34 “public, ao ally invited. 10. 0.
