IT HAS BEEN DECIDED by the Commissioners that current accounts of contractors for work in progress mes* go before the voard of andit for adjustment and settle- ment, and that accounts belonging to all new contracts must be referred to the auditor for the Distric Under the recent order consolidating the va- rious departments the office of commissioners for the poor-house was abolished, and their functions turnea over to the controller of the District, who today made @ first visit to that institution for inspection, and to ac- juaint himself with the routine of business there. He was received by Intendant Hodgson, who showed bim over the entire establishment. On his departure he expressed himself well Pleased with the manner in which the duties are discharged by that officer, and expressed the hope that the old building might soon be demoli-bed and one erected with some of the modern conveniences connected. The new District anditor, Mr. Vinson, has net yet essnmed the duties of his office, but is hourly expected to do so. The Commissioners this morning paid a visit to the Northern market house, and afterwards to the new market house on street. The commissioners for the northern market house afterwards filed their report of the convition.of the market with the District Commissioners. The Commissioners have decided that the de- duction of twenty per cent. on the pay of the employees of the District is to take effect from the passage of the act of Congress. —_.—_— Tne Recext RicuMonD SwINDLEB— The Fami- ly of Livingstone « Van Nest.—A few days ago an account was given in THe STAR of the arrest at Ricbmond, Va.,of aman named J. H. Van Ness alias Livingstone ,on the charge of attempt- ing to negotiate forged bonds and of falsely representing himself as the agent of Commodore Vanderbilt. It appears that shortly before he went to Richmond he and his famliy—a wife and three chil re staying at the Wash- ington hotel, in Bladensburg. Nid.,of whic Mr. Ricbardeon is the proj nd yesterday the family came to Washington to purchase tickets for Kichmond. Some of the villagers deemed it important that they should be looked after, and hardiy had they arrived before it was reported at police headquarters that they had left at the hotel with thetr baegage burglars’ keys, and they were brought to headquarters until an in- vestigation could be had. Detective Coomes was detailed, and going to Mr. Richardson's found nothing in the baggage to justify the ramor. Mr. C., however, learned that while at Bladens- barg Ness had been in negotiations with Mr. B.F. Guy to purchase all his property at and near that place for $27,500, but did not have anything other than drafts, which he said he would begotiate in Kichmond. He also borrowed from Mr. Guy, and the latter, anticipating Van Ness’ return, came to this city and bar- gained to purchase the business of his brother- in-law as soon as Van Ness returned and paid the casb. It will be remembered that Mrs. Beal! Liscie Petersen testified that on returning from the National Theater on the night of the alarm, she was told by her housekeeper that there wara flickering light in the window of Mr. Dennis’ coach shop. She at once directed ber servant boy to climb up and see what made the light. He reported something burning iu sbox. She atonce ran out of her front door, and foreea the door of Mr. D’s shop open. It was locked but not bolted, and the dvor yielded after three pushes. She ran in and saw a piece of a candle sbout two inches long set in a block or wood, surrounded by rs saturated in coal ofl.’ Another candle, unlit, was alongside, and the box was connected with other portions of the building by twine saturated with coal oil. A bench on the floor near by was also saturated with coai cil. The box sat at the bottom of the stairs. A coal oil can sat alongside the box. Miss Mollie Shreeve testified that she resided with Miss Petersen, and on the night in «jues- tien saw a light in the window of Dennis’ coach shop and informed Miss Petersen. She corrob- orated the statement of Miss Petersen. John S. Price testified that he went in the coach factory next day, und would not give $200 for all he saw there. Detective McElfresh testified that the morning after the discovery he went to Mr. Dennis, at the request of the latter, and was asked by him to look into the matter. Witness and Dennis went to the coach shop. While there witness picked ap & coal oil can and asked Dennis if he Enow anything about it; he said that he had never seen it before. Witness saw the box the can came in; it had a tag showing it came from Bolton & Bro., Pratt street, Baltimore. James K. Horner, bookkeeper of Bolton & Bro., testified that on the 29th of May Mr. Dennis bought « two-gallon can of coal oil; Dennis asked what was the price of coal oil, and was told twenty cents per gallon; he bought two gal- lons, and when asked where it should be seut, he said by express to Washin, . The fact of buying two gallons of coat oi! in Baltimore to be expressed to Washington attracted the atten- tion of witness. and he looked attentively at the purchaser, and is sure Mr. Dennis is the man. The court took a recess. After recess August Kicinkeim, who occupies the adjoining shop, testified that on tae night in — he heard Mr. D. as late as7 o’clock in the act of givi key to his boy. W. @. Dyer, @ driver of Adams Express com- pany, testified to having delivered the can and obtained a receipt therefor. Walter Dennis, son of the accused, testified that he received the drawback of $7 from Mr. J. R. Russell Barr, agentof the insurance com- pany R. T. Taylor gave a detailed statement of the appearance of the mises, corroborating the testimony of Detective McEifresh. Mr. McDevitt also corroborated the testimony of Messrs. McElfresh and Sargent. At noon to-day the trial was resumed, and Mr. J. Russell Barr was sworn. He testified that Dennis had a policy of insurance, which was canceled on June 7th and returned. The drawbacks were paid to Mr. D.’s son. The in- surance was in the Lycoming Company of eres for 31,200 on the personal ef- fects. By the Court:—After it was canceled the policy was returned to the home office. _ ‘The defendant objected to several portions of this testimony. The court ruled that the policy, if in exist- ence, must be produced, and it was the Juty of the prosecution to have the policy in court. Mr. Harrington said that the policy was not present, and if the court so ruled, he could go no further, as he had no case, and he would have to be content with a verdict of not guilty. The jury therefore returned a verdict of not guilty, and Mr. Dennig was therefure dis- charged. o The Hesolution Green Crowd. The —— of Kesointion Green & Company was continued last night at Legislative Hail. The Speaker's chair and desk were elevated on stand with the latter surrounded by piles of folded newspapers resembling a miniature fort- ification. On examining this pile they were as- certamed to be a paper purporting to have been started in June, “The Radical Consistent Re- publican,” the official organ of the central committee, of which A. M.Green claims to be president. The paper is mainly filled with lauda- tion of John Pope Hodnett, who tt would appear by the paper in question is-associated with Keso- lution Green. Seated around the stand were A. E. Redstone, A. Coffin, Charles Peters, Dr. T.G. Clayton, A. Watson, George Holmes, Arthur Paunell,and Sandy Lacy. Poricr Rarp.—Early this morning Sergeant Leach with Officers Block, Burns, and Crook made a descent on an alleged disorderly house kept by one Mary Mullin in Fighting Alley, and captured a nest of inmates, six in number, sliof whom were afforded an opportunity to reflect on the evil of their ways in the station house. Only one lot of new wheat has been received, and that was sold on private terms. nd he would not ask a 5 and the jary foand a Tur New Garman FLuer.—The Borsenzeit- ung says that there are now two Alabamas in the German fleet—_the Ariadne and the Louise, and that of the two other vessels of the same kind which are now being built, the Freya will be ready next year, while the Thusneida will will not be completed for some time to come. There ships are to be employed in cruising in distant seas, in capturing merchant ships be- longing to an enemy, and in taking part in naval engagements, in'whicn they would assist the heavier ships. For the latter purpose they are admirably adapted by their great steam power and their armament of 21-centimetre coil (200 pounders), which, being placed in the center of the sbip, may be employed in all directions while it is proceeding at fall speed. These guns would enable the Ariadne and Louise to do considerable damage at long distances even to such iron-clads as the Konig Wilhelm or the English Hercules; and the guns and steam power of the Freyaand Thusnelda will be far superior to those of the Ariadne and Louise. The heavy broadside frigates of the German fieet are to be employed in engaging the enemy at close quarters and breaking through his lines, while the turret ships, which are armed with guns of much heavier calibre, are rather to fire single shots atthe enemy’s fleet as it comes within range,or at his naval fortitications. The tar- rets and engine rooms of these ships are pro- tected by iron plates from ten to eleven inches thick, so that they may be regarded as inval- nerable, even against 400 pounders. The bansa,on the other hand, which isthe only iron-clad corvette in the fleet, has a plate of 4 inches only, 89 that it could not well be e ployed in attacking const batteries, an itis probable that this veese! will be dispatched ror service in the Indian seas. 3. ELOPING wits A MINISTER'S DAUGHTER.— John C. Kraft is pastor of the Twelfth Ward City Misston church in Newark. He has a daughter Margaret, about twenty years of age, who lived with him at his home on Charles st. A volunteer choir furnished the muste for divine tervice in the church, and John Wagenblass, always regarded ag astrict church member, acted as leader. Miss Maggie sang in the choir, and read her notes from the same book as the leader. A familiarity sprang up between them, which was the subject of much remark among the church members. Wagenblass’ wife, for he is a married man and has three children, fre- quently expostulated with him because of his attentions to Miss Kraft, but he assured her that her fears were unfounded. Miss Krattand Wagenblass were in their usual places in the choir last Sunday week, but on the Friday fol- lowing Miss Kraft suddenly disappeared from home, and eubeeyuent inquiry elicited the fact that on the same night Wagenblase also disap- peared. There is no doubt they both fled to- ether, but their route and destination are un- nown. Mrs. haba eater is In great distress in consequence of her husband's desertion. He left ber penniless, and she iz obliged to depend upon the charity of her neighbors to keep her- self and little ones from starving. The parents of the girl are stricken with grief because of their daugbter’s crime, and refuse to say any- thing about the matter. Vatvs or OnE Worp.—Charles J. Gaitean, lawyer, brought suit for $100,001 damages against James Gordon Bennett, proprietor of the Herald, for an alleged libel, impating that be wasin the habit of retaining a fee of fifty per cent. on all collections. The alleged libel is contained in a report of proceedings before Judge Donobue, which complainant declares to lefamatory and unfair and garbled. The matter came up before Judge Lawrence in the supreme court to-day, on a motion to strike out the answer as frivolous. The gistof the com- plaint is that Mr. Guiteau having collected $175 for chents in Chicago, wrote to them: “All respectable lawyers retain one-half on ool- lections; I have collected my half,” &c., &c. Mr. Guiteaucomplains that the important word “such” was om! ted; that what he wrote was “*on such collections,” showing that the collec- tion was one of — kind. The object of these placards, as further appears by their language, is to induce emigra- tion to this country, under the tempting pros- pect of immediate and lucrative employment on these buildings.
