EVENING STAR. CROSEY 5. NOYES.......Editor, —— Largest Cirealation in the Distriet Beading Matter on Every Page ‘The Star by Mail. Persons leaving the city for the summer. or n of it, may have Tue Star sent to ‘ress for such time as they desiro, at the rate of fifty cents per month. Orders, ac- companied by the money, should be sent to the business office of the paper. Taxes the District. An effort was made m the Senate to-day to reconsider the District bill, but it was unsuc- ceseful. The difficulty with Mr. Boreman’s motion to that end probably was that it was based on the wrong ground. So far from the | bill going too far in the taxation of church property, it does not go far enough. As a mat- ter of abstract justice, not less than sound ex- pediency, all property ought to pay its just pro- portion of taxes, no matter by whom owned nor for what purpores used. Churches and chari- table and educational institutions are interested im the public peace and welfare, and in the pro- | tection of government just as private individ- uals are, and, like private individuals, they ehould cheerfully bear their proportion of the expense necessary to secure these benefits. The injustice te the body of tax-payers resalting from these exemptions is illustrated by the fact that owners of large buildings from which hea, incomes ere derived are able to the payment of any taxes upon the property by renting a single room to some school, or some charitable institution. Had the motion to reconsider been put upon | the ground of ez-rsive amount of taxation it might have fared better, though we doubt it. But at least that would have been a valid reason. Mr. Thurman, we observe, seems to regard the amount fo be paid as three dollars on the bun- Gred of present assessed real estate values. But he loses tight o1 78 on the handred " legislature. Inas- as it passed did not repeai the leg x, the amount to be paid during the year 1 five dollars on the huneired, apd this amount is more than a large msjority of the people of Washington can afford to pay in the present condition of affairs. Im fact it emow to more than the revenue from a great deal rty in tne city, and in many cam to be virtual tion. As th it will prov though Cor to hold the 7 the District of Co onsible fur t of its own agents, Thst Congress has tho strength of a giant, m mitted; but, as Shak Lousto use it like a we supose, be ad- peare says, “it is tyrane The District bill got through Senate with ever less debate than the House, and without amendment. As there is little doubt that it will receive the President’s sigwature, it may be accepted as the law for our guidance; at least until the next session of Congress. It would seem that the main reason why it was hurried through without amend ment and almost without debate was because unless so summarily dis. Posed of there was no chance for its passage In these last days of the session. Yet, if what we hear intimated, as to the legal defects and cradities of the bill be true, it would have saved mach future trovble and many perplexities had it been subjected to dircussion and amendment in both houses. It isto be hoped, however, in the interest of the people of the District, that when the act is tested practically these defects | Will not prove as formidable as predicted. The citizens of the District have grown so used to | being bandied abeut from pillar to post by Con- gress that they will accept the new “provisional government,” or its promised successor next year, with the same philosophy exhibited by the Parisians or the Mexicans, when they wake up in the morning and find themselves the sabjects of a King, Emperor, President, or Consul, as the case may be. What they want now above all things, ix to get the blocked-up wheels of business in motion, and it is boped that the new bill will, to s certain extent, effect this desi. deratum. In the opinion of the ab most enlight ened cf all who have visited Utah since the Pacific railrosd epened the way to it, and of | ail who have given the Mormon question seriou | thought, says the New York Trilune, the very | Wisest treatment to give the Mormon Church and the institution of polygamy is to leave them just ss they are, open to daylight and to the in fiuences of civilization. “All the signs of the time point to a gradual change in the condition of the territory and the people which will re- | move ¢xisting evils and assimilate both to the other states and territories of the Union. The avgerof such special legislation a the inter- ested parties in Wathington are asking of Con- gress has already been pointed out. A hundred other things of vastly more importance than the | Utab bill are pressing upon Congress for attan- tion, and it is to be hoped, for this reason as well as to avoid the dangerous precedent tt would set, that Utah may be let aijone for the present.” 0 They onghbt to bave known how it would be. The committee we mean. Here is the way their work is spoken of by the pot-vallant Hal- > stead, the young thunderer of the West: “The report of the District Investigating Committee is a fraud. There is not a word in bonis — document that would barm a hair Shepherd’s head. His shoddy im- Provemente Washington invented expressly stealing purposes, are deliberately praised We wonder that Senator Thurman consented to sign this twaddie. The recommendations of | ttee are such as Boss Shepherd | the com. wanted. Evidently the committee must hare forgotten about Halstead when they made up their re- port. The good work of exterminating worthless curs in New York has been considerably has- tened by the awful death from hydrophobia of Mr. Butler, a well known citizen of Brooklyn, | Lit be necessary toofier | _ on Wedneslsy last. W up human sacrifice in Washington before ths terrible nuirance of hundreds of vicious dogs running at large can be absted here? We trust not; but, clearly, there is not as much vigor shown here in the work as there ought to be. — ens Mr. Blaine was renominated by his constitu ency as a matter of course yesterday. It is noted that the resolutions adopted, and which are probably worded not very much at variance with Mr. Blaine’s wishes, are oatspoken for specie currency and in endorsement of the President's veto message. For reference, and as © matter of general interest, we print to-day the Distr finally passed, with the committee's amend- ments ap the amendments made tx the House | by Mr. Wilson. a Mr. Hoxie’s term of office was the shortest on record.
