The speaker reached the conclusion that the best preventions of pauperism are a thorough and discriminating supervision of all charities, pub- lie and private; the most careful attention to the education and emplosmnt of the poor and their children; the placing of Pauper children in good ramilies, at a distance, if possible, from degrading associations; a rigid and exact system Of indoor relief, accompanied with labor; the reduction of outdoor relief in cities, and the en- couragement of emigration to the rural distric's from the crowded centers of poverty ant cri which moet of our largest cities have now be- come. ——___+<se-____ ‘There seems to be too much friction and pos- sibly some abrasion in transmitting the money money contributed for the relief of the suiferers by the Mill Kiver disaster. At last accounta, only about $6,000 had actaa‘ly been received by the committee, although nearly $199,000 hat been subscribed in ditferent parts of the coun- try, and the good work is still going on. This is all wrong, and inexcusable to the lag dagree. In such cases promptness is of the utmost value, and every doliar ought to be sent for- ward as fast as raised.
