CO" CNCIL.—The Council met at 6 o'clock ast | evr the Mr. Stickney, im the Caakee Seager be new an eee Mr. moved a of the yote by which Council bill No. 3 (to prevent the running at large of domestic animals in the count was y then slightly EQUALIZATIO! ro omg the District other than that bel ing the United States, with a slight amendment, aud a recommendation that it be sarned. ares Buker said the sweeping character of Congressional legisiation in relation to exem| tion of property from taxation now in force in this District; the stu) been committed, inj: the owners of private property developed in the | operation of the la are attracting much | attention. The construction given to the act of Congress which exempts from gen- eral taxation certain pro; belonging to churches, sebools and scientific and literary institutions bas been so liberal as to inclade not only the lands, buTidings and fe eh aged required for the current uses 0} tutions, but goes so far as to create & wholesale exemption of all real estate owned and held by them, even for the purposes of speculation or investment. And the organic act embodying the wisdom of Congress anthor- izes the special assessment of private property to pay for improvements by which, in the lan- | guage of the law, these institations are ‘-apact- ally benefitted.” This has wrought immense spjustice to property owners, who have been competed to pay for improvements which were just'y chargeable to wealthy corporations, and not unfrequently have the houses of the poor teen brought to the verge of contiscatioa to | satisfy the asseasment for improvement by | shich some costly structnre with lofty spire hu: been “specially benefitted.” He ventared toray that there is not an elemosynary instl- tut'on in thix Distriet, founded as taey are in “charity,” which in ingen | itself vileges of these laws. has not directly individual distress. Thue it is evident that an organized system of robb ry is being perpetrated under the aanc. tien of law. Itis no answer to say that Con- | gress authorizes public improvements to be made at the expense of private property. ‘This is so manifestly unjust that it cannot be apheld with the least semblance of honesty. If Con- gress had the constitutions: power to epact such a law, its provisions would so palpably unjust, so morally out- | Tegeous, that no charitable organizstion— certainly no religious bedy—could participate in its benefits. 4 aon wrong cannot —— | verted to a moral congrenton: is- lation, and the chureh which antarily profits through the operation of such a law cannot e: | | sags retain the respect of the commun! ‘o illustrate an oppressive featare of this the speaker cited a singie homestead pom | upon asquare etherwiss exclusively occup: by the class of property exempt from special taxes. This homestead is liable for the assess- ment for the tmprovement of the entire square, exceeding the value of the property, and it is Yirtusily confiscation of the poor man’s home. While extreme cases of this kind may not, ani probably do not, exis, the legislation which renders the hardship possible is not worthy the spirit of a republican government, and is be- eved to be an infraction of the Constitution, eepecially a violation of the clause which pro- hibits the taking of “private property for pab- le purposes without just compensation.” The amoupt of property exempt from taxation under existing laws, exclasive of that owned by the United States, is believed to be worth, at a dollars, or more than one tenth of all the taxa- cable at this time to present an accurate list of this property, but figures from official re- turns, though incomplete, show conciu- sively that after exempting government Property, equal in value to all the private property in the District, about ten miliions of | dollars which otherwise might return a revenue under the present rate of assessment of $20,000 has been diverted from the slegitimate purposes of ti n by Congressional legislation leaving jess than a moiety of the entire property of the District to bear the oppressive burdens of sup- porting the government; of improving and Feeping in repair the streets and avenues of the | national capital and paying the interest on an enormous public debt. A summary of exempt under existing laws «hows {n ton church property to be &: S85 miscellaneous, $739,706. town like property is valued at $: $3,398,065, making a total of $7,643, 23 cludes a portion of the public school property belonging to the District, bat infurmativa from the assessor's office justifies the assertion that the amount omitted through the failure of the officers to make the proper returns wouli increase the total to at least ten millions of dol- lars: valuation sufficient to have yielded a revenue of six hundred thousand doilare to the existence. If to this be added the amount lost under the law making exemption fur the cost of alimprovements the aggregate would | eased to a million and a half of dollars. t amount donated to institutions, some of which count their wealth by millions is «s- sewed sgainst private property, @ policy which if continued must retard the prosperity of the District. and bring us to bankraptcy. Nooue | of crdinary inteiligence sbould be found who believes that any class of property anywhere has the claim to exemption {rom contributing tothe support of the government whose pro- tection it invokes, and yet taere are those who will contend that private property should bear the sdditional burthens of taxation of the cor- poration named. Among this number are pos s:biy some who are wise andjsome who are hon- ext, but the hovest are not wise and the wis? are uot bonest. Mr. Brooks thought the present laws on this ject unconstitutional. Congress comes here | snd exempts its own property from taxation, | which is more than one-halt of the entire prop- held by char- itable or religious institutions, whica is mani- | festly —— He believed it would be s benefit | te the churches, which are becoming anti- Christian by reason of extraordinary benetits bestowed by this act. The market for cotton goods was strength- ened by the advancing tone of the staple, and although prices were mainly unchanged, there ‘was less disposition to force sales by conceding extra discounts, or offernig buyers other extra- neous inducements equivalent to a price redac- tion. The movement of heavy woolens pre- sented a slight but unenbstantial imprev+ment, and the numerous individual purchases of clothing manutactarers indicated rather a de- sire to continue the hand to-mouth policy. Bleached Sheetixgs ard Shirtings were quiet in first hands, with the exception of medium shirtings, for which there was a moderate ir. quiry. Prints.—During the week the movement ot staple styles from first hands was by no means satisfactory, and sales were chiefly con- fined to berdered fancies, linen eifecta and white grourds, in the selection of which buyers have become exceedingly critical.
