Mr. Browne called attention to an important measure before the Council: the subject of ex. emption from taxation of church property. He | tosee the concurrent resolution of the House of Delegates adopted. Some of the most valuable property in this District under the resent laws is exempt. He thought it wasa raud upon the tax-payers. When the question comes up he was prepared to show the figures. Mr. Gulick said there was one feature in the bill which the committee are at a loss to uuder- stand—the word “humane Institations.” an acquaintance of bis had told him that he con- s‘dered his dweliing house a humane instita. mn. Mr. Brooke said he was in favor of the reforma- “lon, and would £2? even farther than Mr. Browne. He would ask Congress t» repeal all igs exempting all church and scho»! proparty Yom taxation. He thought it would be a great benefit to Ubristianity in this District, as it would tend to discourage extravagance and os tentatious display of some of our churches, and bring back Christian worship to its original simplicity. Mr. Riley expressed himself in favor of tax- ing all property, and the committee having the matter in hand should be instructed to urge upon Congress the repeal of the pressut laws. Mr. Baker, chairman of the committee, etated that such was the understanding of the commit- tee, and any instruction on that point was un- Str, Thor /pson gested that th ittee re 2 the comm should not overlook the fact that nearly one- half of the children of the District are now ed- veated in private school: it most of these schools barely afforded a livelihood to th teach- ers, and to tax them would be their extermina- tion. The committee should take into consid- ‘ation that the present public school facilities would have to be largely increased to provide for the pupils of the private schools. Mr. Brown, trom the committee on the judi- pg made a verbal report on the codification of the laws; which was accepted. Mr. Brooks submitted a resolution, which was adopted, requesting the Governor to transmit to the Council any reports received previous to this date from charitable institations, as re- quired under the second section of the act en- titled an act making appropriation for certain = institutions in the District of Co- umbia. THE SCHOOL-BOOK CHANGES. Mr. Harris, trom the committee on text books, to whom was referred the resolution looking to the selection of a geography to take the place of Cornell's series, submitted a report that, ine @smuch as one member (Mr. Rhves) hal ree signed, and the committee was not fall, that they deem it inadvisable to submic a report up'}l each school district is represented. Mr. Champiin, from the committze on text books, offered a minority report, stating that the preamble of the resolution offered at a for- aner meeting reciting that mach dissatisfacti m ex sts in relation to the geographies now in ase in the pnblic schools is inaccurate. The dissat- i-faction, it any exists, isonly in the minds of « small number of the ‘members of this board. The resolution that the whole matter be re- ferred back to the committee, with insteuctions to report a series to take its place, is manda- tory in its character, and assumes that Cor- 'sseries has been discarded from the schools. The undersigned is of opinion thet had all the members understood the meaning aud ing a of said preamble and resolutions they would have been tabled by a decisive yote. As the record how stands, it appears to the public that the board, by a vo.e of a majority of the mamers present, abandoned the book now inuse. Sach tthe tart, for the law prescribes that no Mr. McLellan tairds of allthe members of the board. The undersigned would further state that agents of other geographies, he has reason to believe, have formed a combination for the purpose of precuring the removal of the series now in use, with the ‘ctation that portions of the series represented by them will take the place of the ousted books—all of which must inure solely to the benefit of the publishers, and is without aby corresponding advantage to the pupils ot oar public schools The following resoiution is recommended for adoption: Kesolved, That the committee bs discharged from the further consideration of the subject. Mr. Harris urged the adoption of the majority report, and referred to some articles in Tag Stak on the question, which stated that there had been a combination of book agents formed, which articles were similar in sentiment to the minority report: He could say that he knew of’ no combination. Mr. Lioyd said Mr. Harris had admitted that &@ combination had been formed. Mr. Wilson made the point, that in courtesy to the new member just appointed on the com- mittee, the majority report should be adopted. Mr. AtLee moved the adoption of the resaln- ion of the minority report discharging the com- mittee. Mr. Wolf objected to farther discussion for neither report was strictly inorder. The m- jority report gave a reason for deferring the | question, and the minority report was an argu- ment. Mr. Hart said that he did not know of any combination of book agents for a change in text-books, but if they choose to comdins the beard could not help it. Mr. Marche favored a change of geographies bet was opposed to a further waste of time | and of being bored by book agents.
