CROSBY 4%. NOYES.......Editor. Beading Matter on Every Page| ASHINGTON OITY; W: WEDNESDAY........ estigation. Mr. White, the editor of the Chicago Tritune, | OBIGINAL POLAR SODA AND MINERAL while in Washington recently, gave considera. | bie attention t) tie matter of the District in- | vestigation and tie operations of the Board of | Public Works, » 1 his observations seem to be embodied in an >litorial, in which he goes over the groand dis) “ 4s in the case o” most thoughtful and intelli- nt visitors, @ ucar view has served to dispel some prejudice! opinions formed at a distance. ‘He says in this connection: “The evidenc« before the District of Col bia Investigat’r, Committee is all in, and a | careful perusal of the testimony snd the doca- | from devce compels us to reverse in part | [t isthe frest Halc mentary ev ou: Lot be alleges i opinions of the case. It can- sat the committee have been Gerelict in their endeavors to get at the facta, | or that they hove leaned towards the accused in the examins: on of witnesses. As to the csn- nection of Gov Shepherd with the alleged cor- tuptions, there '« uv evidence to show that he acted dishonest'y, or that he received a dollar core wptly, or t! st the Board of Pabtic Works wae oribed. IT) re is no evidence to show that be #0 gave out "tracts or directed work a3 to benefit epecial | -opert e138 & very wealthy man, aud as property is widely scattered over Washing there was no necessity for it, ‘wasmuch as ti goneral system of improve. ioent that was» operation could not help being | 80é & positive bene.‘ to all his property.” fe ‘There is evi uce, however, he thinks to show extravagece, favoritism, and the award- ing Of contracts at exorbitant figures by the Board, aud tha’ ror this the Board will pe se- Verely censured. The editor goes on to say: “ The evidenve aiso shows the exact connec- | tion of Mr. Gcorge K. Chittenden with the paving contrac: ‘asiness, and it shows that, in- stead Of bribing the Board of Pablic Works, he ts reality was victim of @ gigantic cunf- Cenc? game, jaandered his money withoat bribing anybo.y Mr. Ouittenden was unused | to Uuis kind of business, and biindly walked into @ best Of sharpers who were ready and able so | Teteve bim of his cash. As tated in hisown | testimony, he feit that it was necessary to spond money, althouga with characteristic naivete he | feet : the money would de used | THOM P! ppose that wruptiy. The that it was not; that | ity of money was spent, but nobody was | p bee ggg must be @ grest relief to bis ent shi that he bad iuflaence. That was what of. He bought that influence, and paid » he was exactly in the condition of the green | countryman who has bought his brass watca trom P. Funk, E=q. Kirtiand had no more in. fluence with the Board of Public Works than = fhiid- He was simply a dead-beat who had | ULISM H. WEST, d-coased, | Bupreme Court of the D- of irtland | said. *prubg a confidence game upon Chittenden. ¢ = * The $72,000 in notes gtven to was simply squandered on a dead-beat—as un- ‘availing a& water poured upon the sand. | pei sete: band, as far “a evidence furthermore does not show that ood tarned inte W. G. Moore, the partuer of Governor Shepherd, has received any money, or that he was bribed in any way in the awarding of the contract. Kirtland bad the advantage of soma acquaintance with Moore, and, stter he had | seen Chittenden, went to'see Moore and re- quested him to speak to Shepherd about him, which Moore agreed todo. After the contract had bee ‘arded, Kirtland came to Moore and propored to give him halt of the $72,000 in notes, Which Moore refused to touch. Kirtland then said that when he realized upon the notes he should place haif the amount to his credit, and @rew up a wrictcn memoraudam to that effect which he gave to Moore. After the contract bad been annulled, the Doolittle letters came, threatening to expose the presumed bribary if his client, DeGuiyer & McClellan, were inter- fered with. Mr. Moore thereupon destroyed his memorandum. and this ended his relations With Kirtland. With the history of these notes the public is familiar. Kirtland realized some £20,000 on them, and was plucked of one half of it by the Ker. Brown, and the other half soon dribbied away. The whele matter, therefore, is summed up im the fact that, even if Mr. Chittenden in- tended to bribe anybody, he did not succeed in beat, und was badiy taken in by him. Having fooled away this much of De Golyer McUlei- Tesvurces, and having, according to his atement. realized nothing hiraself out of it, itis very evident Mr. Chittenden ¢ went out for to see @ reed shaken by the wind,’ and that be had better abandon this class of agency businese befure he loses his reputation for saarp- ness. Washington ix a bad place for ‘a s:u- ent’ to commence in. The reason why Chit- wouldn't leak is very apparent. There 9 water in his boiler. | The action of the School Board last night in | rejecting the proposition for a change of school | books will be received with no little gratitica- | Won by the public, interested; and Taz Star partakeé in this gratitication because of the stand it has taken ip the matter. Its rejection, too, by the decisive vote of 11 to 5 shows that the blandisbments of the book-drummers have been quite thrown away upon our School Board. We intend no reflection in this remark upon the Trustees who favored the change, ‘They were, no doubt, honest in their course, | but we suspect they were biased a good deal hostil as soon se tbe id A igine « roe, 2 bd prasageinry book, | &f such persons from Washington aad way stations 3.
