ENING STAR. CROSBY 5, NOYES. ......E@itor, Targest irealatin inthe Distr Reading Matter on Every Page WASHINGTON OITY: TUESDAY................4pPll 21, 1874. Where to Advertise, Tus Stam, which, from its start, has been the pa- per of the peoplr, bas, by the paias taken to make {tasafe, relisbie, newsy and acceptable visitor to every family, gained a popularity amongst all classes of the © mmunity second to that of no newspaper in theconniry with the same area of population. Kecp- ing fall pace with the extraordinary growth of the city, and reaching every household in the District, and a wide range outside, Tax Stam bas now at- tained s circulation very much larger than that of all the other city dailies combined. This is no idle claim, but one we are prepared to establish at any | time by “beoks and papers.” And this circalation, as stated sbove, is universal, reaching the bust- | ness commanity, the wealthy, the great indus- trial forces, the skilled mechanics, the Isboring men, the bankers, the merchants, the house- Keepers, the government employes, the Congross- men—in short, there is no circle where THE Brak ix not s regular and welcome guest. The result fe that Tux Stax effords nosurpaseed ad- tages as 8 medinm of commmnication between ail clasees of the community, 1 the way of the ad natment of demand and supply. ‘The Silk-hat Monstrosity. It is satisfactory to note that while many bogus reformers are abroad blowing their horns or their own profit or exaltation, one sturdy knight has Yaised a lance against a genuine enormity that nobody has had the courage or the honesty to attack. ‘Tuis is the modern silk- bat, and the reformer is Mr. Julius Henri Browne, who opens the war in the last number of Applefon’s Journal. Inthe lauguag of his vigorous indictment the silk-hat is entitled to the distinction of being at once the least conve- nient, the most uncomfortable, and the worst- | looking bead-covering that hasever been known to civilization. About éverybody admits this; and yet the capital monstrosity Is worn more and more every year. In raiment it is an ab- surdity; in logic a fallacy; in form a transgres- | ston. It makes the dull man look duller, the | plain man plainer. He whocan endure it shows his capacity for endurance, not its possibility of ornament. Its hideousness js illustrated by every change in fashion. The spring style escapes criticism until the sutumn style appears, when it at ence becomes absurd. ‘The silk-hat is bad enough at any time; bat out of season, it intimates total depravity. Besides the inconvenience and ill-taste of the silk hat, it is, undeniably, unhealthfal. It gen- erates headache, fever, and lays the foundation of not a few troubles of the brain. It causes, too, premature baldness, which has grown to be a national defect. It is believed that a large part of our hairless heads is owing to that shin- ing instrument of tortare which mode alone sustains. It is noticable that baldness is most walent among men of society, who feel com- pelled to sufter the cephalic infliction. The only word spoken in favor of the hat is, that it is dressy—as if anything could be truly so which is stiff, hard, inconvenient, and unbecoming. Reforms must always begin at home, and with ourselves. Let every man on this mde of the sea, who detests sik hats, assert his princi- ple by refusing to wear one at any time or under any circumstances. Obedience to this decree Would soon reduce the manufacture to a point of unremuneration, and America would have the glory of being regarded as the land where the natural grace of the head is respected, and the ci.k hat banished fo The Panic Abroad. ‘The newspaper financiers of Europe are en- gaged just now in the task of accounting for the money panic there One of them (of the Lon- don 7 maintains that they are only passing through the panic hitherto consiaered to be in- variably due at periods of eight or nine years, and w bich now comes at shorter imtervals. The ¢ takes comfort in the belief that this short- ening of time may be regarded as a great ad- vantage in diminishing the force of each con- vulsion. Among the causes given for the pre- cipitation of the panic this year, are the almost simultaneous occurrence ef the break ap at Vienna and New York, together with the [n- dian famine, and the repetition in England of a bad harvest. These at the same time depre- ciSted, and, in many instances, rendered worth less a large quantity of Continental and Ameri- can securities for which London had afforded & principal market. The anarchy in Spain, the chronic deficits of Italy, the coinage ar- rangements of Germany, and a number of ther causes contributed to the depression, and at fenigib « chronic state of lifelessness and dis- trust has been established which presents all the characteristics usually observed in the atter-monthsof panics. England is now feel- ing the dull heavy wave of the storm of disaster in other countries, and the confusion and wreck therefore have been less conspicuous, but in the opinion of the London money editors the after consequences in checking the trade of that country with every other quarter, are likely to be felt with growing severity. Hence the ad- | vice to business people in England to “take in ail.” ——_——-- «ee - —___ It’s not our funeral, bat we would suggest to the Life Insurance Companies that if they tind their business falling off they may attribute it | to their current disposition to contest the pay- ment of losses. It would seem that there is scarcely a city in the country where the courts are not occupied with cases where Insurance | Companies are resisting payment on the -#round that the persons deceased commitied suicide, or omitted to give some particulars of physical condition on taking out policies. Even where the insured party has paid pre- miums fifteen or twenty years, payment is re- sisted om the ground that he had lung disease when insured. Then, again, there is a disposi- tion to maintain that any insured party who dies suddenly has committed suicide. Altogether people are coming to the conclusion that it in- volves a law suit to secure any benefit from a | policy, and that on the whole life insurance | doesnt pays Henry Ward Beecher declines to accept a six | months’ vacation, protests that he is in excel- lent health, and says he makes ft a Christian duty to sleep well and at the night time, to be wide awake at the proper time, and at work, believing that work in @ healthy body is the healthiest thing thats mancando. He there- fore informed his congregation on Sunday morning that they might expect regular preach- ing all through the month of May and the month of June, and then he would probably seek the retirement of the mountains, because be has an annual affection—‘hay fever’’—for which the mountain air is the only remedy. The reverend Henry has had the advantage of a fine gratuitous advertisement through the offer, and can now go on his way rejoicing. <2 —____ So Easy To Manvracture It.—In 1775 the then Congress set about the manufacture of Low propored in Congrees,s hundred years later. Pelatiah Webster then argued in favor of taxa- tion, but a member of Congress indignantly asked if be was to help tax the people when @ they could go to the printing office and get a cart load of money. Webster was out-voted by tLe expanmonists of 1775, and the manufacture of paper money was entered upon with so much activity that in the spring of 1780 the bills were worth but two cents on the dollar, and then ~eseed to circulate. It is related that a barber's ~op in Philadelphia was papered with them, sod @ dog coated with tar, and the bills stuck © Lover him, was paraded in the streets. ——__-— -we0- “General Chipman, who was absent on a brie vistt for bis health when the Anacostia ‘all failed in the House, has introduced a bill peepee more! eatmeneamprhion Thesum to be appropriated, however, is much smailer, ‘and the bil provides that the District govern- ment shall pay at least one-third the cost of sald bridge. ee ‘The vote in the House yesterday, which étood 14 to 66 on the question of making the Centen- nial bill the special order forthe Sth proximo,| psn while not a certain mdex of tne feeling of the House on the subject, is generally regarded as am evidence that the bili will ultimately pass by 8 fair majority. The Committee on Banking and Carrency are still investigating the subject of printing United ‘States treasury notes; the New York Bank Note companies, not content with the large share they already have of the work of printing these Lotes, baving asked for more. There is norea- son why the entire work cannot be done by the government at Washington better and more economically than it can bs done else- where. If the government has not at present the facilities for doing the whol: of the en- graving and printing of the notes it wou'd take put a comparatively small sum to furnish them. ——_—_—--+e2-__—_ When Qid Man Davis bas exhausted the files of the defunct Patriot in the way of testimony before the investigation committee, Old Man Demaine will exploit the defunct Intelligencer trom the year 1800, and old Old Man Severson will follow with readings from Leviticas, Deat- romony and Numbers. And Messrs. Gibson, Boynton, White, and Washingdone, after each reading, will telegraph away: ‘Very damaging testimony to-day against the corrupt Board of Public Works = The fallaci a8 project of coining a U.
