But admit- ling it to be true—admitting that allare equally benefited—is it not equally true of all our im- provements; of the improvements of our streets il asthe main sewer improvement? The paving, parking and curbing along a man’s property is not merely for the benefit of that property, but for the benefit of all who walk or ride. The streets and avenues are common thoroughfares. In their improvement all are equally benefited, and the new pavements and parking upon them, and their cleanly condition, adds as much ‘othe general health—to the sani- — tary improvement of the District—as the main | sewers will. But would it be just to tax a mania front of whose property runs merely a graded street, a graveled roadway or a cobblestone | pavement, a¢ much asthe man in front of whose | Property is an expensive wooa or concrete pave- ment?
