We cannot but think the objections made in the House to-day to the bill for the Point Look- out railroad bridge bill are well grounded. It seems strange that the proposal should ever bave been deliberately made for a charter to bridge the channel between the navy yard and the arsenal, to say nothing of the extraordinary Proposition to take possession of the whole bu: ness shore of the river for the purposes of the corporators in this bill. It is very fortunate both for the government and the city, that the Dill was net rushed through without amend- ment, as it advocates undertook ‘toa ssa —++02- Mr. Dawes ™ Revise His Figures. If Representative Dawes is as wide of the mark in all his facts and figures as he is in his statements in reference to the Georgetown, D. C., custom-house, his recent exposition of the financial condition of the country will require some revision. He classed the Georgetown cus- tom-house among those not paying expenses, ‘This classification was based on the following fgures from the Treasury department: ‘Amount of duty received for fiscal year 1573, (including tonnage,) $6,554.68, or excluding tonnage, $6,298.78. Aggregate compensation, $7,010.28." This partial statement certainly makes a bad Showing, but if we complete it the balance is somewhat changed. Thus, to these coin re- ceipts forgduties ($6,594.68) must be added the following currency receipts: For hospital tax, $1,991.50; storage, $10.50; fines and penalties, $141, steamboat fees, 3601 making a total of $9,529.74. From the expenses above (aggregate compensation $7,010.28) must be Mleducted fees amounting to $1,510.23, because the amount Paid for compensation by the Treasury is reduced by that amount, which is not included in the statement of receipts. This would leaves actual compensation paid by the Treasu- Ty £5,200, which, deducted from the gross re- ceipts, shows a balance of receipts over expen- ditures of $4,129.74. This is not all, however. The receipts tor duties, $6,581.63, are in coin,and the expenses are paid in currency, 80 that the government gets, besides the balance above stated, the premium on the gold, about $39. Then, too, included in the compensation is the Pay Of & “janitor, $900.” This janitor is not an employe of the custom-house, bat is placed in charge of the government building in George- town—post office and custom-house—by the fupervising architect of the Treasury. It is understood that numerous other erroneous statements occurred in Mr. Dawes’ speech, and it is reported to-day, on good authority, that he acknow ledges errors to the amount of $29,000,- 000, which he blames upon the officials who fur- mished him the figures, and announces bis pur- pose to make another speech, correcting the misstatements into which he claims to have been led. If so, the correction will come rather jate, as his speech has been used as the text from which the “liberal” newspapers preach continually on republican maladministration. see. Judge Wm. M. Merrick, of Maryland, has written a letter to the chairman of the finance committee of the state senate proposing a radi- cal change in the mode of working the Chesa- peake and Uhio canal. It is this: To make the company not only @ toll company, but also a freight and transportation company. In other words, that the canal company shall own the boats which convey coal to market, shall work them by its own agents, and shall itself be the recipient ef the freights and the profits of trans- Porting coal to Georgetown. He says the whole practical capacity of the canal being about one million of tons per annum, the company can derive only $460,000 a year from tolls, while $1,350,000 goes to boat-owners for freight. The entire cost of the canal, not to speak of accu- mulated interest, has been over $10,000,000. ‘That amount of capital, therefore, under the system of mere tolls, can receive only about $400,000 per annum on its investment. Judge Merrick further says it is notorious that all the great railroads of the country derive their profits from freightage, and that if they were confined to tolls they would all of them, without exception, be bankrupted; and asks why should the system which makes railroads protitabie in- Yes! ments not be the proper system for canais also? He suggests that the canal company might out of its current receipts place at once one hundred boats with full equipment in ope- tation, and the very first year the profits would Feimburse one-balf the investment. If the carrying capacity of the canal is increased from year to year, he believes the state might calculate upon the bonded debt deing paid off in five years, instead of more than ten years, which will be necessary at the present rate of increasing revenue. Judge Merrick closes by saying:—‘ Unless some such system as I propose be adopted I have no hope that in your life time or mine the state can « xpect a dollar from its large investments, no matter what amount of diligence or capacity may be applied by those intrusted with the management of that great work.” see !
