Where to Advertise, ‘THE Stax, which, from its start, has been the pa- per of the people, has, by the pains taken to make it asafe, reliable, newsy and acceptable visitor to every family, gained s popularity amongst all classes | of the e-mmunity second to that of no newspaper in | thecountry with the same area of population. Keep- | ing fall pace with the extraordinary growth of the city, and reaching every household inthe District, ands wide range outside, Tax STAR has now at-| tained a circulation very much larger than that of all the other city dailies combined. This is no idle claim, but one we are prepared to establish at apy time by “‘beoks and papers.” And this circulation, @s stated above, is aniversal, reaching the busi- | ‘Bess community, the wealthy, the great indus- trial forces, the skilled mechanics, the Isboring men, the bankers, the merchants, the house- Keepers, the government employes, the Oongress- men—in short, there is no circle where Tux Stam is not a reguiar and welccme guest. The Feeult is that Tux Stax affords unsurpassed ad- Vanteges asa medium of communication between all classes of the community, 1m the way of the ad- Usiment of demand and supply. peat -20e- aos ‘The “Sanborn contracts” are ctaching it right and left, and there is hardly any body bold enough to say a word in their favor; but, curi- ously enough, the most damaging feature of the matter seems to have been overlooked by the multitude of commentators. By far the worst phase of the case is that disgracefal inefficiency in public officers and that lax enforcement of the laws which made such contracts possible,— not to say advisable, if government was really entitled to the taxes which it imposed. Here Wasa vast army of supervisors, collectors, as- Sessors, Appraisers, inspectors, agents, detec- tives, informers, spies, and what not, under sufficient pay, and clothed with ample authority, to perform this very work, and yet millions of taxes went uncollected, and the public treasury seemed to be placed in an attitude where it had to choose whether it would forego the whole amount out of which it had been defrauded by cupidity on the one hand and inefficiency on the other, or surrender one-half of whatever might be collected by a few sharp speculators | under a liberal contract! And the situation ia ‘Sggravated not a little by the fact that these Gelinquent taxes were of all others the most easily got at. Most of the matters out of which they grew were of public record, and could not be covered up or carried away, as was possible with many other subjects of taxation. Yet Tight under the noses of a swarm of officials they Were allowed to go by default year after year. if the internal revenue service is not adminis- tered better now than it was in this respect the whole establisment may as well be abolished. <2. “The frst journalists of the country” seem to be placing a very low estimate on the value of their labors. From acircalar issued by one of the innumerable “bureans of correspondence,”’ established im this city, we take the following extract. “No journal can completely answer the de- mands of the most limited community without its Washington letter. Washington is the na- tional whispering gallery, and here are concen. trating all the great material powers of the land, as heretofore have gathered only tho po. litieal forces. It is proposed to organize here a bureau of correspondence, that will send let- ters from Washington for public papers he rate of cents per letter, or thirteen dollars ‘0 letters in one year. The letters w be of the best quality, written by the first joar- nalists of the country, containing current news, political movements, and social gossip.” Why every country newspaper in the land does'nt have its‘ Washington Correspondence,” when it can get so much for s0 little, is what We don’t understand. ss0e- mest persons continue to palm off the of other persons for their own, the life insurance companies will begin to grow suspicious. Udderzook, of Maryland, and Dr. West, of Delaware, tried this little gtme, and now we have another instance of the sams kind. A man in Kansas, named McNutt, has eo: feseed that he and an accompi! mardered a man named Leaver, with the object of securing $5,000 of an insurance policy on h att’s) life, by having the body of the murdered man identified as his own. The people of Wichita think of taking the matter of McNutt’s punish- ment intheir own hands. They doubtless re- member that Dr. West escaped adequate pun- ishment for a similar crime, and that Justice has Bot yet been done in the case of Udderzook, and are suspicious that their criminal will also go anpunished if turned over to the law. ——_——__-eee- General Charles P. Stone, an American, now eccupying a chief position in the Egyptian army, writes that, upder the rule of the present Viceroy, improvements are rapidly progressing. At Wor- cester, Massachusetts, the property of several women is to be sold to-day for non-payment of taxes, they refusing to pay unty they have some share in the enactment of laws af- fecting their own possessions.
