O, Feb. 10,—After two months wasted in useloss debate, tho Sonate lato this aftornoon indulged intwo declsivo votes, both of which showed protty conclusively, and much to everybody's surprise, that the oxpononts of an inflated curronoy sre in o minority in that branch of the National Congross. The flrsb ballot was on BENATOR OAMERON'S RESOLUTION to indtruct the Finance Committes to roport a bill repealing tho restricting olause of the National Curroncy act, It was on the chances of this proposition being accopted that Senator Terry canvaased tho Scoate botwoon Friday and Bunday, and clsimed & msjority of threo. Ho relied upon an almost solid Southern support for the rosolution, but the voto to-dsy opened his oyos to the error ho had committed. Sonators Conover, Cooper, Davis, Gilbert, Goldthwaito, Hamilton, of Maryland, and Morrimon, if they intimated to him that thoy would voto for the Camoron resolution, ceitginly failed to come to time to-uny, THE VOTE, I With their aid, the opponents of an unredeom- ablo paper currency wereenabled to defoat the schemo by the decisive voto of 82 against 20. The Missouri Sonators divided, Mr. Behurz voting no, and Mr, Bogy yes. _Mr, Thurmnn was absent, but would havo recorded hia vote with Shorman in tho negative had he been presont. Both the Illinois Benators voted ycs, as did tho gontlemen f{rom Indiana and Wisconsin, Hitch- cock and Spencor, of Nebraskn, voted ayo, ns did also Alfison and Wright, of Towa. MERRINON'S SOMEME, Tho Cameron substitute disposed of, that of Mr. Morrimon, to provide for the expausion of tho National Bank_circulation to 400,000,000, was next in ordor. For this, Mr. Gordon offorad o substitute to instruct the Committeo on Tinanco to qum-b o Freo Banking bill, andto provido for the conversion of United Statos notos into intoreat-bearing bonds, or coin, at tho option of the Govornment, the bonds to bo con- vertiblo into coin at tho option of the holdor. Ihis proposition also failed to meot with favor- ablo “considerntion, and was consigned to tho same oblivion which overtook Mr. Cameron's schome. COOPEN'S BUDSTITUTE, Mr. Coopor, of Tenuoegce, generally a very quict gentlemnn; who confines his romarks to tho easily-oxprossod monosyliables “yes " and Yuo," Eml?mcd tho Souato by coming to the fgont with o_substituto for Mr. Merrimon's proposition, It was to instruol the Finance Committeo to bring in & bill providing for the conversion of United Statos notes into coin or & por cont bonds, and for froe-tanking under the provisions of tho National Bauk act. On a divi- sion of the Sonate, the OChair declared tho substitute adopted, whoroupon My. Mer- rimon moved a ° reconsidoration. At this point, Mr, Conkling was rocognized by tho Chair, and proceeded in a vory eloquont and im- pressive mauner to reitorato the sentimonts ox- proseed a fow days sgo by Mr. ‘Thurman, that tho Bonate had been JMAKING FOOLS OF THEMSELVES oyor since they commenced tatking financo. Ilo advocated tho recommittal of tho whole subjoct to the Finance Committos, unhampered with in- structions, Senator Oglesby donied that the long debato had not beou of benofit, Ho himself folt much improved from llatening, and, to display his knowledgo thus acquired, he broko loose, 08 it wore, and dolivered himseif of ouno of thosoe old rabble-rousers onca 8o popular in Illinols. Ho toro open in_ the most reckless manner the gravos of our dead horoes, and oxhibited thoir ghastly skolotons to tho view of a disgusted nudience. \When ho lind finished the Bonate folg itsolf too much oxhausted to proceod to anothor vote, especinlly as Scnators Morton and Logan displayed indications of a disposition to speak aguin, The frionds of a eaved currency feel thnt 2 good day'a work has been dono, and ‘are ‘moro hopeful of their ability to defeat tho various wild-cat schemes now ngitating the minds of im- practicablo men in Congrees thrn at any provious period since tho session began, TETITION AGAINBT INPLATION. Immediatoly after the moeting of thoe Benato to-dny, Bonator Bhorman prosented a petition from some 200 citizons of Chicago,~bankers, merchauts, aud business wou,—protesting againat any increaso of tho ourroncy, and advo- onting a return to speclo paymouts, This at ounco brought Lot:nn to his feet, Ilo denounced the signory of tho memorial in pretty round terms, and stated that ho would present, at an oarly day, potitions from thia soction of tho country which would show the truo fooling of tho peuplo on this subject, ‘Ihe Senato may ox- pect to honr again from tho Intornationals, —_— THE FRANKING PRIVILEGE, Srecial Dispatch to The Chicago Tribune, LESTONING THE PRIVILEGE, Wasuvaron, D, C., Fob, 190.—T'he Iouso pro- ceedod to tho considoration of the bl to revive tho franking piivilogo, refusing to ontortain any of tho ponding financlal measnres.
