A great deal of unjustifiable ignorance has been displayed by some who shouki be better informed, in regard to the prices paid contrac- tors for street improvements; and the assum: tionhas been made that the prices are mac higher than if the work had been given out by contract. The fact is just the reverse. The aim of the District government in setting out upon the vast scheme of improvement was to get the best and most work fur the smatiest amount of money,—that to make the qwoney go as far as possible and accom- pllsh creditable resule. All past experi. ences. municipal and governmental, show that the contract system is little more than a cover tor favoritiem, jobbery and botch work. Just how a good deal of money couid be ex- pended under the contract system, with no appreciable results, had been illustrated by the Jegacy of debt and bad work that came to the Board from the old municipal government. It ‘was therefore a matter for thoughtful consider- ‘ation with the oard how to avoid the errors of the past, and arrange a plan of prices that Bhovl be fair to both the District and the con- tractors, and should enable the Board to give The work to men of energy and reliability, who ould be counted upon to perform what they wgreed. After mach deliberation it was con- a to advertise for bids, inorder to get a Dasis for prices. Bids were received from a Jarge number of parties for the various branches of work to be done. The Board having adopted thissystem of prices gave out contracts to the most responsible men as occasion called for ‘work to be done—the only points considered by them deing responsibility and efficiency. The prices adopted by the Board, as compared with - those paid by the old city government were much less. By the system in vogue under the id corporation government the whole cost of street improvements was assessed on the proper- ty adjoining, except as to intersections, whieh ‘were paid for out of the general fund. Certiti- | ates of assessments for such improvements ‘were issued after thirty days and given to the contractors who generally disposed of them for from 75 to 85 cents on tha dollar. ‘Where an alderman or a member of the com- mon council had aconstituent who wauted a Street improvement or an alley paved, no mat- ter whetuer the grade was established or not, ‘the bill was rushed through and the mayor was padgered until be signed the biil and ordered the work to be done. The practical working of this system resulted 3m the funding of a debtof bi @ million of Gollars during Mayor Bowen's administration, and an addition was made to the debt in his two years term of a million of dollars. All this Was again funded during his successor's term of ofiee—ten months—and the floating debt was Increased by an addition of about $300,000. ‘This was in addition to the cost of special street Imptorements which were paid for by property- holders. The looss manner in which street work was ordered is shown by the fact that Curing the last few years of the old city govern- ment over $5,000,000 worth of improvements were ordered by the city councils without any regard whatever to the revenues of the city, or yeference to the opinion of the surveyor and engineer as to the cost of the sams.
